【摘要】 党的十六大报告提出要“以共同富裕为目标,扩大中等收入者比重,提高低收入者收入水平。”“扩大中等收入者的比重”,这在党的重要文献里是一个全新的提法,对我国的经济和社会发展具有深远的意义。 本文以扩大中等收入者的比重为主题,首先论述了扩大中等收入者比重的必要性和重要意义。扩大中等收入者的比重是适应国际经济发展形势、构建和谐社会、巩固党的执政地位、实现共同富裕目标、理顺收入分配关系和调整产业结构的需要。中等收入者比重的扩大,具有重大的现实意义。扩大中等收入者的比重有利于社会稳定和构建和谐社会;有利于经济增长和先进文化的发展;有利于全面小康和共同富裕目标的实现。 文章第二部分对中等收入者的内涵、界定、构成与特征进行了深入的探讨。认为扩大中等收入者的比重,首要的问题是要搞清楚中等收入者的涵义以及合理界定中等收入者。中等收入者是一个综合的动态的概念,同一区域不同时期、同一时期不同区域中等收入者的标准是不相同的。 文章第三部分阐述我国中等收入者的历史、现状及发展。首先简要说明了我国中等收入者的形成和演变过程:然后重点分析了我国中等收入者的现状,指出中等收入者的比重正在扩大,但比重仍然相对过低;最后预测了我国中等收入者的发展趋势。 文章最后一部分主要论述了扩大我国中等收入者比重的可能性、不利条件以及路径。认为扩大中等收入者的比重不仅是必要的,更是现实可行的,但同时还存在一些不利条件。因此,应通过一些路径来扩大中等收入者的比重,如大力发展教育、加大财政与信贷的支持力度、以增加就业为目标发展经济、完善收入分配制度、加快城市化进程、关注弱势群体、强化社会保障以及在全社会形成一种追求财富最大化的持续动力机制等。更多还原

【Abstract】 The report of the party’s 16th congress proposes regarding common prosperity as the goal, expanding medium-sized income people’s proportion, raising low-income people’s income level. "Expanding medium-sized income people’s proportion ", this is a brand-new formulation in important documents of the party, far-reaching for economic and social development of our country.The article regards "expanding medium-sized income people’s proportion" as the theme. At first, expounds its necessity and great realistic meaning. Expanding medium-sized income people’s proportion is the necessity of history. It meets international economic development situation, structures the harmonious society, consolidates the ruling status of the party, realizes the goal of common prosperity, makes the income distribution relation in order and adjusts industrial structure. The enlargement of it, have great realistic meanings. It helps the social stability and structures the harmonious society; Favorable to the development of economic growth and advanced culture; to the realization of the overall well-to-do level and common prosperity goal.The 2nd part discusses the intension of the medium-sized income people further. Think that expanding medium-sized income people’s proportion, the chief problem is to understand the culvert justice as well as to determine reasonably which person is medium-sized income person. The medium-sized income people is a comprehensive and dynamic concept, in the identical region of different period or in the identical period of different region, its standard is different.The 3rd part elaborates the future development, present situation as well as the medium-sized income people’s history of our country. Firstly, explains its form and developing process briefly; then analyses its present situation mainly; point out the medium-sized income people’s proportion is expanding, but it is still relative too low; Finally, predicts its development trend.The last part describes its feasibility、 unfavorable conditions and routes mainly, think that expanding the medium-sized income people’s proportion is not only the essential one, but also the feasible one. It still exist some unfavorable conditions at thesame time. So we should adopt some routes to expand the medium-sized income people’s proportion. Such as developing the education in a more cost-effective manner, strengthening the supporting dynamics of the finance and credit, regarding increasing employment as the goal to develop economy, improving the income distribution system, accelerating the urbanization process, concerning disadvantaged groups’ and strengthening the social security, forming the lasting power mechanism that a kind of pursuit wealth maximize in the whole society etc.更多还原
