【摘要】 政治沟通在很大程度上影响着政治决策的形成、政治系统的运行、政治文化的整合和政治稳定。大众传媒介入政治生活以来,日益成为政治沟通最重要的渠道和通道。而中西方由于文化传统、政治经济、社会制度的差异,在历史的长河中,形成了不同的媒介政治沟通的观念、环境和方式。 政治文化传统的差异性带来了中西方政治沟通观念的区别,如:中国政治沟通的一元观和西方政治沟通的多元观;中国政治沟通的依附型参与观和西方政治沟通的独立自主型参与观;中国政治沟通重视调节功能和西方政治沟通重视沟通功能;中国政治沟通强调政治逻辑和西方政治沟通强调商业逻辑;等等。在大众媒介介入政治沟通后又形成了不同的传媒性质观、政治宣传观、政治沟通控制观、舆论监督观。 而所有大众传媒的政治沟通活动都是在一定的新闻传播体制下进行的。中西方传媒的所有制形式、组织结构、新闻政策都有明显差异,为传媒政治沟通提供了不同的生存“环境”。 大众传媒是否能最大效度的发挥渠道功能,不仅仅取决于政治沟通的观念和环境,还取决于媒介政治沟通主体在沟通方式上是否运用得当。中西方政治领袖对媒体的利用和控制手段、公众的媒介政治沟通参与方式和特点也大相径庭。 比较的目的是为了借鉴,当前我国的政治沟通面临着挑战,应从拓宽沟通渠道、深化新闻体制改革、改革党报、培育大众媒体、改进政治新闻报道、加强政治沟通制度化参与入手,推进我国媒介政治沟通的改革和进一步发展。更多还原

【Abstract】 To a great extent, political communication influents the forming of policy operation of political system, merger of political culture and steady politics. Since mass media gets involved in the political life, It become the most important Channel and pass way in political communication day by day. Because of the difference of cultural tradition, political and economic environments, social system between China and western countries, in the long river of history, have formed different idea environment and operation ways.The difference of the political culture tradition has brought the distinction of Chinese and Western political communication idea. The unified idea in Chinese political communication, the multiplex idea in western political communication; The Chinese political communication takes to adjust, the western political communication takes to link up; The Chinese political communication follows the political logic, the western political communication follows the commercial logic; the attachment idea of participation in Chinese political communication, the independent and initiative idea of participation in western political communication. It has formed the different idea of the media character, the political propaganda, the political communication control, the supervision of public opinion when the mass media is involved into political communication.But all the activities of mass media political communication are carried on under the certain journalism and communication system. Which Chinese and western media ownership form, the organizational structure, news policy each has its own good points, have provided the different survival environment for the media political communication.Whether the mass media can farthest exert channel function, is decided not merely by the idea and the environment of political communication, but also by whether the main body of media political communication is in appropriate communication way. It is also widely divergent on how Chinese and western politics leaders use and control the mass media, and on which way the public participate media political communication.Today, our country’s political communication is still facing the challenges and problems. We should widen political communication channels, deepened news system reform, renovate party newspaper, cultivate populace media, improve political news report, strengthen institutional participation in political communication, and so on.
