【摘要】 BOT作为一种独具特色的项目融资方式,已在许多国家得到成功应用。它是缓解政府基础设施建设财政压力,提高投资效益的一种有效途径。随着我国经济高速增长,建设资金不足和基础设施短缺的矛盾越来越突出。采用BOT项目融资方式,是解决上述矛盾,加快我国基础设施建设的重要出路。 由于BOT项目融资主要运用于大型基础设施项目,其成败与否关系重大。因而做好初期的可行性研究至关重要。建立和健全BOT项目可行性评价指标体系,对加强项目管理、提高投资决策的科学性十分必要。另一方面,BOX项目投资和建设规模大,周期长,涉及面广,通常由多家股东组成项目公司向多个金融机构贷款融资并组织建设和运营,项目产品和服务的对象,大多是国营单位或直接向使用者收费。这些特点,使项目存在着诸多风险,受多方面因素的影响。因而做好项目的风险管理是BOT项目融资中的一个重要方面。 本文内容主要分为四个部分: 第一部分,BOT项目融资概述。在介绍BOT项目融资的概念和演变形式之后,分析了BOT项目融资的特点、适用范围、主要当事人及其融资结构。 第二部分,BOT模式在我国应用的可行性。介绍了我国开展BOT项目融资的背景及现状,分析了其必要性和现实性。通过对BOT项目融资成功的影响因素的分析,建立了BOT项目融资可行性指标评价体系,并结合实例用模糊综合评价的方法利用该指标体系进行BOT项目的可行性评价。 第三部分,BOT项目融资的风险管理。针对BOT项目融资中风险的特点进行风险识别。将BOT项目中的风险分为可控制风险和不可控制风险,并详细阐述了针对每一种风险的管理方法。 第四部分,BOT项目融资在我国应用的问题及对策。分析了我国BOT项目发展中存在的问题和障碍并提出五个方面的对策建议。更多还原

【Abstract】 As an unique way of project financing BOT has been applied successfully in many countries. It is an effective solution to relax government pressure on infrastructure construction and to enhance investment benefit. With the rapidly economic development in our country the contradiction between lack of fund and shortage of infrastructure has been enlarged. To introduce BOT project financing is a way out to deal with this contradiction and push forward the construction of infrastructure in our country.The result of BOT project financing is critical for it is mainly used in large-scale fundamental infrastructure. So it is very important to have a comprehensive feasibility study in the beginning. To set up and perfect evaluation index system is necessary for strengthening project management and improving the investment decision-making. On the other hand BOT project has the features of large scale, long period and various aspects involved. Often a project company is found consisting of many shareholders, which will apply loan from several finance organizations and organize the construction and operation of the project. The production or service are offered to state-owed unit or take toll from users directly. Due to those properties BOT project is influenced by many factors and full of risks. Therefore it is a vital part in BOT project to manage risks properly.This dissertation covers four parts:Part one: an introduction on BOT project financing.First the definition and derivation styles of BOT project financing are introduced. Then follows an analysis on the features, fitted areas, concerned parties and the financing structure.Part two: the feasibility of BOT application in ChinaThis part instructs the background, present situation, necessity and probability of BOT application in China. By discussing the key factors that influence the success of BOT project financing, an evaluation index system for thefeasibility of BOT project financing is set up and a case study through this system, which use fussy comprehensive evaluation method, is given to evaluate the feasibility.Part three: risk management of BOT projectIdentify the risk in BOT project according to the characteristics of it. The risk is divided into controllable risk and uncontrollable risk. At the same time concrete method for risk management is put forward correspondingly to every kind of risk.Part four: problems and countermeasures in BOT application in China. This part analyze the problems existing in the application of BOT project financing in China and put forward countermeasures to deal with them.更多还原
