我国收费公路吸收民间资本问题研究

【摘要】 本论文中心围绕“收费公路要不要引入民间资本”、“如何引入民间资本”以及“引入民间资本后如何进行规范和管理”等三个问题展开,运用公共产品理论和产权理论,借鉴国外发达国家的经验,对我国收费公路吸收民间资本的可能性和必要性进行了深入的论证;在分析我国收费公路吸收民间资本现状、存在问题以及影响民间资本进入公路领域的因素的基础上,详细阐述了我国公路吸收民间资本的模式选择与具体方式,并提出了一套较为完整的民间资本准入、融资、激励、监管和保障机制的相关政策建议;在民间资本进入后的规范和管理问题上,本文提出通过健全特许经营制度、建立现代企业制度与企业法人治理结构以及明确政府的行业管理职能等三个方面构建了政府与民间投资者关系,并进一步分析了政府在吸收民间资本进入收费公路领域过程中的作用。更多还原

【Abstract】 The paper arranged around three problems: "whether toll road absorb non-government capital", "how to absorb non-government capital", and "how to manage after it entranced". Firstly, using public goods theory and property right theory, the experience of developed country, the paper demonstrated the possibility and necessary of non-government capital be invested in our country toll road realm. Secondly, the paper analyzed that the actuality and existing problem of our country toll road absorbing non-government capital, the factors of influence non-government capital enter highway realm, and the mode choice and concrete way of our country toll road absorbing non-government capital, and put forward a set of complete policy and suggestions about non-government capital entry system、 financing system、 prompting system、 intendance system and ensure system. Finally, to the problem that how to manage the non-governmental capital investor after it entranced, the paper suggest that setting up the relation of government and non-governmental capital investor in three aspects: Concession operation system, establish the modern enterprise system and enterprise governance structure, define the function of governmental profession management; and further analyzed the role of government in the process of nongovernmental capital investing on toll roads.更多还原
