道路旅客运输服务质量招投标研究

【摘要】 道路旅客运输经营行政许可在我国道路客运市场的管理中占有非常重要的地位。本论文研究道路旅客运输服务质量招投标方式,希望从道路客运经营行政许可方面,重新定位行业管理部门、运输企业和旅客三者之间的关系,规范企业和政府行为,优化运力资源配置,引导道路客运的规模化经营和规范化服务,建立统一、开放、竞争、有序的道路客运市场。 论文首先对道路旅客运输经营权的相关概念和经济法律属性进行解释和分析;其次,对我国道路客运经营行政许可方式进行分析与总结,找出适合社会主义市场机制的道路客运经营许可方式——道路旅客运输服务质量招投标制;再次,构建道路旅客运输服务质量指标体系,详细设计道路旅客运输服务质量招投标程序,并对其执行体系的建立、相关配套措施等问题进行了比较具体、系统的分析和研究;最后,针对当前尚存的问题,对行业管理部门和客运企业今后的发展提出一些建议和措施。更多还原

【Abstract】 Road passenger transportation operation administration entry occupy very important status in management of the passenger transportation market of our country. The paper studies the way of road passenger transportation service quality bidding, hoping from road passenger transportation operation administration entry, reoriented the relation of among the administrative department of the trade, passenger transportation enterprise and passenger, standardize enterprises and government’s behavior, optimize the distribution of transportation resource, lead road passenger transportation to appropriate scale of operation and standardization, set up unifying, opening, competition, orderly road passenger transportation market.Firstly, the paper starts from explaining and analyzing the relevant concept, economy and legal attribute of the operation right of road passenger transportation; Secondly, the paper analyzes and summarizes the way of road passenger transportation operation administration entry of our country, finding out the way of road passenger transportation operation administration entry which is suitable for socialist market mechanism-road passenger transportation service quality bidding; Thirdly, the paper constructions the system of road passenger transportation service quality mdex, designs the procedure of road passenger transportation service quality bidding in detail, and analyzes and studies relevant supplementary measure; Finally, according to the present problems, the paper puts forward some suggestions and measures for the administrative department of the trade and passenger transportation enterprises in the future.更多还原
