【摘要】 协调人类互动关系的基本机制有两种——政府和市场。企业按照市场提供的交易方式进行交易与生产决策,政府所面临的基本问题是能否设计出可以产生有效结果的配置与管制制度,即能否施行有效的治理。合理的治理模式可以促进政府及其公共部门施政目标的实现,同时也是衡量一国政府整体治理质量和治理能力的重要指标。 目前,理论界普遍倾向于将政府治理中的事前途径与事后途径对立起来,忽略了对二者可以从分离、对立走向融合的可能性研究和实践探索。本文认为,两种途径合理的融合,一方面在理论上可实现对立的统一,另一方面在实践中能够给政府及公共部门治理改革指明新方向、探索新模式,进而可以使政府及公共部门治理更具针对性、更为积极有效。文章一共分成六章,主要内容包括: 在现有的理论成果的基础上,通过对事前、事后两种治理模式的比较分析和深入研究,探讨了两种治理模式的基本内涵、构成要素、实施环境;阐明了将二者融合为一种政府及公共部门治理结构新模式的必要性、可能性和现实重要性;分析和探讨了该模式的主要特征、决定因素、实现途径、适用范围:重点研究分析了欠发达转轨国家政府治理改革的现实要求和未来需要,明确提出了该模式应当成为欠发达转轨国家政府治理的主要选择模式。 在此基础上,本文认为我国属典型的欠发达转轨国家,并对我国的政府治理改革创新、模式选择和需要注意的问题等提出了若干建议。更多还原

【Abstract】 There are two kinds of basic mechanisms of coordinating mankind’s inter dynamic relation —Government and market. Trade doing a deal and production decision of ways that enterprises offer according to the market, basic problem government face to could is it can produce effective dispositions and control systems of result to design, namely could implement effective governance. The rational control mode can promote the realization of the government and public department’s administrative goal, weigh one country government control quality and control important index of ability wholly at the same time.At present, theory circle is it government governance ex ante perspective and ex post perspective to incline generally, it can be from separating, setting against possibility research which move towards integration and practical exploration to neglect to the two. In this paper, two kinds of integration with rational way, on one hand can realize the unity that is set against in theory, can manage the reform and point out the new direction, and explore the new mode for the government and public department in practice on the other hand. It have pertinence, more positive and more effective even more and then can make the government and public department manage. The article is divided into six chapters altogether, the main content includes:On the basis of existing theory achievement, through to the two comparative analysis of ex ante mode and ex post, probe into the basic intension of two kinds of control modes, form the key element, implementing the environment. Is it permeate two kinds of government and public department governance structure new necessity , possibility and realistic importance of mode to expound; Have analyzed and probed into the main characteristic of this mode, decisive factor, realized the way , scope of application ; Research and analyze undeveloped transition national government’s current requirement and future of managing reform to need especially,put forward mode this should become undeveloped transition national main choice mode that government control clearly.On this basis, this text thinks our country belongs to the typical undeveloped transition country, and government in our country control reform and innovate , mode selection and need question that notice ,etc. propose several suggestions.更多还原
