【摘要】 执政基础是党在执政过程中赖以掌握政权、巩固政权、保证事业成功所必备的根本条件,是执政党生存发展的基本立足点。执政基础包含诸多方面的内容,而党的阶级基础和群众基础是其中最具根本性的两方面,是政党成功执政的根基和依托,是政党先进性的根本体现。中国共产党要在新的历史条件下完成执政使命,必须不断增强阶级基础、扩大群众基础。因为增强阶级基础扩大群众基础是我党的宝贵历史经验,是国外政党兴衰成败的经验总结,是新的执政环境和历史任务的客观要求,是加强执政能力建设的前提和基础,是保持党的先进性的重大理论和实践问题,是我国社会阶级阶层构成新变化的现实要求。为此,本文提出,中国共产党在新的执政环境下,要以“两个先锋队”理论为指导,通过全心全意依靠工人阶级,重视和发挥知识分子在知识经济时代的重要作用,促进农民工向工人阶级彻底转化,来增强党的阶级基础,始终坚持党的工人阶级先锋队性质;要通过增强党在农民中的影响力和凝聚力,积极发展新阶层中的先进分子入党,维持良好的执政形象,争取青年的认同和支持,来扩大党的群众基础,确保党的中国人民和中华民族先锋队的性质。同时,基于阶级基础和群众基础的辨证关系,本文还特别强调要通过创新基层党组织建设,加强党员队伍建设,坚持从“思想上建党”来实现阶级基础和群众基础的有机统一,始终保持党的先进性。更多还原

【Abstract】 The governing foundation is the essential condition for in charging of the regime consolidating the state power ensuring success of the enterprise, and the basic foothold of development of the ruling party, ruling foundation includes many content. But CPCs Class Foundation and Popular Support is the most fundamental, it is the foundation and support of the party successful governing, is the fundamental feature advancing of the Party. CPC is in order to complete the Party’s mission in the new period, must enhance it by constantly. Because strengthening and widening class basis and mass basis of the CPC is the valuable historical experience of our party, is the experience of foreign political Parties in power, is an objective necessity for the new environment and historical task, is a prerequisite basis of enhancing the governing capacity construction, is important theories and practice the problem for keeping the advanced nature of CPC, is the requirements on the change of present social class and stratum structure. Therefore, this paper puts forward: CPC must take "Two Vanguards" as the guide in the new governing environment, through relying Whole-heartedly on the Working Class, paying full attention to the function of Intellectuals in the Knowledge Economy Age, promoting the transformation from A Peasant Laborer into An Industrial Worker, for sticking to the characteristic of the working class of our party and strengthening the foundation of the party, through continually improving its influence and cohesion with the Peasant, to let the advanced ones from the new Social Class and Stratum join the Party, creating a better image of the CPC, getting young people identification and support, expanding foundation of broad masses, keeping the Chinese Communist Party is the vanguard of the Chinese people and Chinese nation. Meanwhile, based on the Dialectical Relation between the Class Foundation and Popular Support, the paper is specially emphasize strengthen the construction of the Party member teams through innovating the construction of the basic Party organization, insist on "Ideological Party Building" to realize the unification of the Class Foundation and Popular Support, and essentially maintain the advantage of Communist Party.更多还原
