【摘要】 国家信息化领导小组《关于我国电子政务建设指导意见》指出:“十五”期间,我国电子政务建设要坚持整合资源、统一标准、保障安全的原则。本文作者在对目前政府信息资源状况进行细致分析,并对国内外各类元数据标准深入研究的基础上,利用数据仓库技术以及元数据理论和方法,设计出我国政府信息资源元数据的创建方法,并建立政府信息资源元数据标准体系,实现对标准的管理。通过对政府信息资源元数据的研究,解决政府信息资源整合过程中涉及到元数据的问题。 本文以政府信息资源元数据为主要研究对象,共有五章,围绕如何在标准元数据体系下对政府信息资源元数据进行描述、实现对政府信息资源元数据标准化管理、解决政府信息资源整合进行了研究。第一章简单介绍了政府信息资源元数据的研究背景、国内外政府信息资源元数据的研究状况以及研究的目标和意义;第二章介绍了政府信息资源的概念、分类和特征,元数据的概念、各类元数据标准和元数据的应用领域,设计一种政府信息元数据的描述方法,并用实例说明了政府信息资源标准元数据的表述;第三章介绍了我国政府信息资源元数据标准化的现状,在国家信息编码标准体系和电子政务标准体系框架的基础上建立政府信息资源元数据标准体系,并阐述了政府信息资源元数据标准的管理方法;第四章以本人参与的项目“数字长海”建设规划为案例,说明了长海县政府信息资源元数据的设计、元数据标准体系的建立,并利用标准元数据解决政府信息资源共享的问题;第五章作者对研究结果进行了总结和评价,并提出了未来的研究方向。更多还原

【Abstract】 "Suggestion on Building Electronic Government Affair of China " by Information Work Leading Group of the State Council proposed the principles were Integrated resources, Unified standard, Guarantees safely during the period of "10th Five-Year Plan": Based on the detailed analysis on the current status of government information resources and study on metadata, the author design the metadata description method of GIR by using data warehouse technique and metadata method. In addition, the standard architecture of GIR metadata is designed in order to manage the standard. The issue of metadata can be resolved by studying on the metadata of GIR.The primary subject investigated in this study is metadata of GIR. The whole thesis consists of five chapters, which include how to describe the metadata of GIR, how to carry out the standard management on the metadata of GIR, and how to achieve the information sharing. In the first chapter, the researching background and progresses of GIR are introduced, the objective and significance of this thesis are also expatiated. In the second chapter, the concept, classification, and characteristics of GIR, the concept, various standards and applications of metadata are expounded. In addition, the author designs the method of describing the metadata of GIR, and explains it with the example. In the third chapter, the present situation of standard metadata of GIR is introduced, the author make clear the building of standard metadata of government information system based on the National System of Standards for Information Classification Coding and the Standard of. E-government, the management of metadata is introduced in this chapter too. In the Fourth chapter, the real project of planning named "Digital CHANGHAI" is described, the design of Changhai GIR metadata and the building of standard metadata system are explained in this planning. In the last chapter, the conclusions are evaluated, and the future research direction is out lined.更多还原
