水资源约束下的银川市生态城市建设研究

【摘要】 城市是人类的主要聚居地,也是区域经济增长的极核。工业化和城市化的快速推进,在促进区域经济发展和社会进步的同时,也造成了资源枯竭、环境污染和生态破坏等“城市病”。20世纪后期,可持续发展理念的萌发,为城市的发展带来了新的生机。对于干旱区水资源约束下的城市来讲,建设节水型生态城市是水资源集约利用、生态环境良性循环与经济社会可持续发展的保障。 本文在参考国内外大量研究成果的基础上,以生态城市的理论与银川市实际情况相结合,通过对银川市生态系统特征的分析,着重研究了水资源约束条件下的生态城市建设途径。在银川市生态足迹的研究中,将以往生物资源量计算时运用种植量和贸易量来求取消费量的方法进行改进,通过人均消费量来求取生物消费量,力争将理论消费量与实际消费量之间的误差降到最低。文章同时还运用了城市生态系统健康评价和城市水资源压力指数法等不同方法对银川市生态系统的健康状况进行了对比分析。三方面分析显示出同样的结果,即银川市生态系统健康程度为不健康状态,主要是城市能耗物耗较大、第三产业发展不成熟、农业所占比重较高的因素造成,当然这也与城市发展所处的发展阶段有关,目前,银川市处于工业化初期阶段,重工业比重较高,城市化水平还有待提高。针对银川市水资源的供需平衡现状及未来发展趋势,探讨了生态城市目标下的城市规模、产业结构、工业、农业、生态建设等与水资源的关系,并以此为依据提出了银川市生态城市建设的目标和生态城市建设的模式。根据所选的模式提出了生态城市目标下的城市水资源开发利用对策和生态城市建设途径。 通过以上分析,本研究取得了以下初步成果: (1)对银川市水资源需求和供给进行了分析和预测,通过系统分析各行业用水量的变化,探讨了水资源利用中的“浪费、污染、缺水”等现存问题和未来发展会出现水资源隐患,在此基础上提出了银川市水资源开发利用对策,即以“节约、保护”为重点的用水模式。 (2)通过多种方法对银川市生态系统健康状况进行详尽的评价,在将生态足迹和生态城市系统健康评价方法进行修正的前提下,对银川市生态系统状况进行了较为系统地分析,得出银川市生态系统处于不健康状况,主要是因为城市发展尚处于初期,经济结构和组织力相对较差而带来的负面效应。 (3)通过银川市所处区位和存在生态环境问题的探讨,提出了适合于银川市市情的生态城市建设内容和目标,强调以“资源的可持续利用、自然和谐、经济高效、社会文明”为银川市生态城市建设的具体目标,并提出了相应的定性、定量结合的评价指标体系。

【Abstract】 The city is the mainly melting-pot for mankind, meanwhile, it is the pole pit of economic growth in region. The rapid speed of industrialization and urbanization has made resources destroyed, the environment polluted and ecosystems broken etc. The late 20th centuries, the idea of sustainable development has brought the new vitality of source for the city. For city restricted by water resources in arid area, there has much close relationship between eco-city construction and water resources utilization. The paper combines with eco-city theories and practical situation of Yinchuan city, analyzing the ecosystem of Yinchuan city, emphasizing the approach of eco-city restricted by water resources. In the research on ecosystem footprint of Yinchuan City, the author amends some approaches of ecosystem footprint. Calculating the per capital consumption for whole city, the paper makes the value between actual amount of consumption and error margin.At the same time the paper makes use of the different methods offered eco-system、 ecosystem、 city water resources pressure index number methods etc. Three aspects of analysis display the same results—the city ecosystem not being healthy.The paper analyzes the supply and demand equilibrium at present condition and the future development trends of the water resources in Yinchuan City. It discusses the aim of eco-city for urban scale, industrial structure, industry, agriculture, the ecosystem construction etc. In the paper, the author brings forward eco-city aim and model of eco-city constructions demand under the ecosystem city. Under the ecosystem city condition of the city water the resources development, it makes use of the approaches and the ecosystem city construction paths.Through above analysis, the paper obtains the following initial results:(1) Through analysis and estimation for the water resources demanding and supplying of Yinchuan City, analyzing the variety of each industry for water quantity, discussing the existing problems and future developments will appear problem of water resources utilization, such as "wasted, polluted, water deprivation". At last, the paper puts forward the water resources development of Yinchuan City to make use of the counterpane on this foundation, namely with "economy, protect" for mode of water utilization.(2) The paper exerts various methods to evaluate the healthy condition of the ecosystem system in Yinchuan City. Through modified the approaches to ecosystem footprint and city ecosystem healthy evaluation, the paper analyzes the present condition, educing the ecosystem system of Yinchuan was placed in the ill-health condition, the mainly negative effect because the city development was placed in the initial stage, the economic structure and organization capital have some worse.(3) Analyzing the region and local environment, the paper puts forward the contents and targets for eco-city construction, and emphasizes city concrete target: "the resources sustainable utilization, nature diapason, economy efficiently, social civilization". At last, the paper puts forward the evaluation index system including determine the nature and fix quantify.
