【摘要】 可持续发展的资源基础,最重要、最基本的莫过于土地资源,由于它是一切资源和环境要素的载体,决定了它对于社会经济运行具有不可替代的作用。中国正处于迅速推进工业化的发展阶段,加上粗放的经营方式,土地资源浪费和生态环境退化十分严重,这些问题无不与土地资源配置联系紧密。土地利用总体规划正是在一定规划区域,根据当地自然和社会经济条件以及国民经济发展的要求,确定或调整土地利用结构和用地布局的宏观战略措施。市(地)级土地利用总体规划作为宏观指导性的全国、省级规划和微观实施性的县、乡规划的衔接部分对于发挥土地利用总体规划的整体效能有着关键作用。规划重在实施,为达到上述目标,对其实施体系进行研究并提出若干建议,实有必要。 土地是综合性的自然经济要素,土地的自然特性和经济特性决定了土地利用以及土地利用总体规划的综合性和社会性,市(地)级土地利用总体规划尤其具有这一特点,因而在研究市(地)级土地利用总体规划实施体系时就有必要借助于软科学范畴的系统分析方法,将其纳入到更广泛的制度研究中去,探索其内在规律性及其运行机制。本文从市(地)级土地利用总体规划实施的实践出发,整合这一系统中的各个环节后抽象出三个主要组成:公众参与制度框架下的规划决策机制对提高规划编制的科学性,保证政府决策的透明性和规划的顺利实施提供了良好保障;土地用途管制为主的规划执行机制是实施土地利用总体规划主要目标的最为直接、有力并在目前我国的制度环境和技术水平下交易成本最低的方式;土地利用总体规划实施评价可视为整个规划系统的反馈子系统,对于增加规划的弹性和适用性,使之适合可持续发展的要求有着不可或缺的作用。 科学合理的规划实施体系一旦建立,作为公正、科学的行为规范,对规划实施主体的行为有正确的引导和约束作用,对规划实施客体——土地的可持续利用打下坚实基础。本文以2004—2020年柳州市土地利用总体规划修编为实证,力求在实践中体现规范研究的成果,设立了柳州市土地用途分区管制规则,建立了柳州市土地利用总体规划实施评价指标体系,希望对将来柳州市土地利用总体规划实施有参考作用。更多还原

【Abstract】 Land resource is the most important and basic resource foundation of sustainable development. It is the carrier of all environmental essential factors and resource, which means its role in socio-economy operation cannot be replaced. China is in the era of prompting fast industrialization, with its extensive way of managing, its waste of land resource and the degeneration of ecological environment. All these problems are connected invariably with land resource disposition. It is just in certain region of planning area that general land use planning, according to local natural and social economy condition and the requirement of the development of national economy, determines or adjusts land use structure and the macroscopic strategic measure of land layout. As the joint between the macro-program of national- and- provincial level and the micro-program of county level, city level land use general planning plays a crucial role in making use of the overall land use plan. A planning’s value lies in its implementation. In order achieve the above-mentioned goals, it is necessary to carry out implements system research and make some suggestion.The fact is land is the all-around natural-economic essential factor. That means land use with economic property as well as general land use planning comprehensive with sociality. The city level of general land use planning has this characteristic especially. So in the study of city level of general land use planning implement system, it is necessary to have the method of systems analysis of soft scientific category, applying it to wider system research to explore its inner regularity and its operation mechanism.In fact, the three major contents of this paper are also the 3 important parts in the system of implementation of general land use planning to the city level. The public participation in the plan has offered good foundation and guarantee for the scientificness of authorized strength, implementing program smoothly and the transparency of government decision. Land use controlling system is an important technical means of the major goal of overall planning. Evaluation of implementation of General land use planning is entire program systematic feedback subsystem, and it has an important role to increase elasticity and applicability of the plan,thus making the plan meet the requirement of suitable sustainable development.This paper is on the base of the case of 2004-2020 Liuzhou city general land use planning. It makes great effort to embody the accomplishment of standard research in practice. And it has established Liuzhou city land use zone control rule, while establishing the index system of evaluation of implementation of General land use planning for Liuzhou city.
