【摘要】 1997年—2010年轮次的土地利用总体规划从1997年实施以来,在土地管理工作中发挥了重要作用,但在实施过程中也遇到了许多新情况和新问题。国土资源部要求在新一轮的土地利用规划修编中要建立规划实施评价制度,并明确提出规划实施评价是规划修编的前提。建立规划实施评价制度,开展规划实施评价,可以全面分析规划实施效果,促进有关地方落实规划目标、任务和各项政策措施,同时通过总结正反两方面经验,提高规划实施效果,提出改进规划工作的对策建议,作为修编规划和加强规划实施管理的基础和依据。 本文以《1997-2010年湖北省土地利用总体规划》为案例,利用湖北省国土厅汇总数据,对湖北省上轮土地利用总体规划的实施情况作了实施评价研究。 论文共分为6个部分。第一部分介绍选题背景、国内外对土地利用规划实施评价的研究进展、研究的目的和意义、研究的技术路线以及研究的主要方法;第二部分阐述相关理论的主要内容;第三部分回顾了湖北省上轮规划编制的概况、规划编制的背景、规划编制的思路、规划的主要目标和规划采取的主要措施;第四部分分析湖北省上轮规划指标执行情况、土地利用变化情况;第五部分利用单指标多角度法、综合指数法对湖北省上轮规划的实施情况进行实施评价;第六部分对本轮规划编制与实施管理的建议,从转变规划编制的思路、规划重点内容、规划编制的方法、规划实施措施、规划实施制度等方面提出了建议。 论文利用单因素多角度法和综合指数法两种方法对湖北省土地利用总体规划的实施情况进行了评价,并对如何应用有效的综合指数法进行实施评价做了探索研究。综合指数法实施评价对于不同地区、不同层次的土地利用规划实施情况的对比、建立具有科学性、实用性和可操作性的规划实施评价方法和完善实施评价制度具有重要意义。更多还原

【Abstract】 General land use planning for 1997-2010 has exerted a profound influence in the land management since it has been bring into effect. But there are many new questions and situations in its practice. The Ministry of Territory and Resource made the request that the system of evaluation of implementation of general land use planning should be set up in the next practice of mending of land use planning and it is the precondition for the mending. Evaluation of implementation of land use planning could analyze the effect of the implementation, promote to carry out the target, assignment and policies of planning, enhance the effect of implementation, bring forward countermeasures for planning mending and make it the base for mending and management.This paper takes 1997-2010 general land use planning in Hubei province as a case, makes its evaluation of implementation.This paper is made up of six parts. Part one introduces the target, background, the meaning, method of this paper, Part two explains the main contents of the relevant theory; Part three analyses the situation, thought, target and measure; Part four analyses practice of index in Hubei province; Part five makes the evaluation of implementation according to the idiographic and comprehensive index method; Part six puts forward suggests for mending of planning.This paper makes evaluation of its implementation through its idiographic and comprehensive index taking Hubei province as an example, Probe into the thought of establishing the scientific consummating index of evaluation under the condition of social market economy. The comprehensive index of evaluation will bear important significance for setting up the system of evaluation of its implementation.更多还原
