以科学发展观为指导稳步快速推进农村城镇化

【副题名】以湖北省为例对制定和实施农村城镇化战略的思考

【摘要】 本文以科学发展观为指导,以湖北省为例,同时结合全国城镇化发展状况,主要通过对现有文献的定量分析与研究,从宏观视角对改革开放以来我国制定和实施城镇化战略的理论与实践进行了反思,探讨了目前存在的一些主要问题及产生问题的原因,最后提出了解决问题的对策。文章对深入探讨当前城镇化研究中一些有争议的理论问题具有借鉴意义;对今后制定和实施城市化战略,以及相关的政策、措施也有一定的参考价值。 正文共分五个部分,第一部分阐明了本研究的目的和意义。第二部分以科学发展观为指导,对城市化研究中存在的若干有争议的理论问题——城市化的内涵、城市化水平的评价、改革开放以来城市化发展阶段、城市化动力机制、城市化道路等进行了综述和评论,提出了作者自己的看法。第三部分,以科学发展观为指导,以湖北省为例,结合全国情况,对农村城镇化过程存在的根本问题,以及产生问题的基本原因进行了分析。指出当前城镇化过程存在的根本问题是,随着城镇化的推进,“三农”问题不仅没有解决,反而更加严重了,城乡差别不仅没有缩小,而且越来越大;其基本原因是,在发展过程,某些方面偏离了以人为本的基本原则及城乡协调发展的基本方针。第四部分针对上述问题及其原因,提出了贯彻科学发展观,稳步快速推进我国农村城镇化的对策。第五部分结束语,从五个方面论述了本文的创新点,并指出了本研究的不足之处。更多还原

【Abstract】 This article argued the main contents from several aspects as follows: firstly, on the directing of the thought of science development standpoint, meanwhile combining the conditions of urbanization in china as well in Hubei, it analyzed and studied the existent data by the qualitative measures. Secondly, it retrospected the theory and practice in formulating the tactic urbanization in china from the macro_ view since carrying out the policy of reform and open, discussed the current problems lying in the processes of urbanization and the reasons why appeared those negative effects. Finally, it pointed out the measures how to solute those negative effects. This article offered some valuable significance in debating comprehensively the academic problems existing in researches of urbanization and in formulating and carrying out the strategic urbanization.This article is composed of four parts .the first part illustrated the purposes of the research. According to the thought of science development standpoint, the second part expounded and evaluated comprehensively the controversially academic problems lying in the researches of urbanization: the implications of urbanization, the appraisals of the level of urbanization, the development periods of urbanization since carrying out the policy of reform and open, the incentive mechanism of urbanization, the methods of urbanization, pointed out the views on this problems. On the directing of the thought of science development standpoint, meanwhile combining the conditions of urbanization in china as well in Hubei, The third part analyzed the fundamental questions lying in the rural urbanization and the reasons why resulting in those problems, pointed out that the core problems about the "three problems lying in agricultures" in the process of the current urbanization already deteriorated, and argued that the differences in the rural areas and urban areas increased rapidly, the reasons why appearing the problems is that in the process of urbanization, some aspects violated the thoughts that the person is fundamental and the cordial principals that the urban areas and the rural areas should develop coordinately. According to the above problems and reasons, the fourth part pointed out the manners how to rapidly propel the urbanization in china on the directing of the thoughts of science development standpoint. As the ending words, the fifth part expounded the innovating aspects, and pointed out the defects of the methods of research in the article.更多还原
