【摘要】 近年来,我国的中小企业有了长足的发展,已经成为推动我国国民经济持续、快速、健康发展的重要支撑力量。但是,在中小企业的发展过程中,“融资难”是制约其发展的一大难题。信用担保作为联系金融机构与中小企业的桥梁和纽带,是中小企业提升信用的一种有效手段,必将成为解决我国中小企业融资问题的突破口。 本文通过深入调研和大量阅读相关文献资料,在分析我国中小企业融资现状的基础上,阐述了解决我国中小企业融资问题的基本思路。通过比较详细的研究目前我国中小企业信用担保体系的现状,分析了其中存在的主要问题,并通过借鉴其它国家和地区建设中小企业信用担保体系的经验,提出了完善和发展我国中小企业信用担保体系的对策。 全文共分六部分: 第一部分,引言。主要对本文的选题目的和意义、国内外研究现状以及研究方法等作了简要的说明。 第二部分,中小企业的发展及其融资现状分析。首先确定中小企业的概念和划分标准,然后分析了我国中小企业的融资现状,揭示中小企业融资难的原因,从而阐明了撰写本文的必要性和目的。 第三部分,中小企业信用担保的理论基础。运用信息经济学原理等理论来分析信用担保问题,为信用担保存在的必要性以及信用担保产品的供给方式提供理论依据。 第四部分,其他国家和地区的中小企业信用担保体系。主要介绍美国、日本和台湾的中小企业信用担保体系的同时,阐述了完善的中小企业信用担保体系得成功做法,并对部分政策性信用担保机构和商业性担保机构作了介绍。 第五部分,我国中小企业信用担保的现状及存在问题分析。从我国中小企业信用担保体系的发展历程、组成部分、发展特征以及存在的缺陷进行了讨论,特别对内蒙古自治区中小更多还原

【Abstract】 In recent years, the Chinese small & medium enterprise (SME) has made rapid progresses and become the important force to promote the sustaining rapid and healthy development of the national economy. However ,during the process of the development of SME , the difficulty in pooling funds has become a knotty point which restrains the development of SME . The credit guarantee organization , as the bridge and ligament between the SME and the financial organizations , is an effective measure to upgrade the credit of the SME, and it will be bound to become the breaththrough to settle the difficulty of the Chinese SME’S financing.On the basis of the analysis of the current status of loans for the Chinese SME, this thesis explains the basic idea to solve the problem of Chinese SME’S financing by exploring deeply and reading a lot of concerned information and data . In the light of detailed study about the current status of Chinese SME’S credit guarantee system and by analysing the existing problems in the system and drawling on the experiences of developing SME’S credit guarantee system in other countries and districts , this thesis also presents the strategy for perfecting and developing Chinese SME’S credit guarantee system .The thesis is composed of six parts:The first part is introduction. This part comprises three sections, which are as follows: the purpose and significance of selecting the theme, the summary of previous studies, and the meansof study.The second part is the current condition of the Chinese SME’s development and financing. In this section, the author defines the concept and the division standard of the SME, analyses the current status of loans of Chinese SME, reveal the causes for the difficulty in financing, thereby clarifies the significance and purpose of composing this thesis.The third part is the theoretic basis of the SME credit guarantee. In this part, the thesis analyses the issue of credit guarantee through such theories as the economics of information and constructs the theoretic basis for the significance of credit guarantee and the supplying modes of credit guarantee.The fourth part is the experiences of other countries and districts in organizing the credit guarantee systems of small and medium enterprise .While it introduces the SME’s credit guarantee systems in the U.S.A 、 Japan and Taiwan ,this part elaborates the successful methods to perfect the SME’s credit guarantee system and introduces some policy and business credit guarantee organization.The fifth part is the analysis for the current condition and the existing problems in Chinese SME credit guarantee . This part discusses the progress of development, components , the features of development and the existing defects in the SME’s credit guarantee system in our country , and especially makes a comparatively thorough analysis of the SME’s credit guarantee system in Inner Mongolia Autonomous Region.The sixth part is the study of the countermeasures for the normative development of the Chinese SME credit guarantee system . Based on the study of the several parts above , this part puts forward some policy suggestions to perfect the Chinese SME’s credit guarantee system in the construction of the credit guarantee organization itself and the outer surroundings .更多还原
