关中周边山地森林生态环境补偿分析与对策研究

【摘要】 随着社会的进步与经济的发展,环境问题日益严重,生态环境补偿研究已成为社会各界关注的热点,建立完善的生态环境补偿机制已是实现社会、经济和环境协调与可持续发展亟待解决的问题。 论文深入探讨了生态环境补偿的概念和内涵,并在此基础上,对森林生态环境补偿的理论基础、补偿原则进行全面、系统地分析;从独特的研究角度——发展权利与环境保护义务的非均衡性出发,运用环境学、生态经济学、环境经济学等理论方法对该关中周边山地森林生态环境进行价值分析和功能定位,解析该区发展权利和保护义务的分离和不平等;从多方面对关中周边山地森林生态环境补偿进行分析,提出建立以政府—市场—公益全方位的补偿主体结构和经济—非经济补偿多元化的补偿方式为主导的创新补偿思路,并尝试性地估算了该区森林生态环境的补偿额。 通过研究区森林生态环境补偿的分析,论文结合研究区社会经济发展实际情况,就建立完善的、具有地方特色的森林生态环境补偿问题提出了建设性意见与对策,以期为该区及其他地区的生态环境建设与发展的实践工作提供参考,为经济、社会和环境的协调与可持续发展研究提供一条新的分析思路。更多还原

【Abstract】 With the progress of society and the development of economic, the environmental problem is serious day by day, at the same time, ecology environment compensation has already been the focus of the various circles of society , to set up perfect ecological environment compensation mechanism is becoming the problem urgently to be solved to realize coordinate and sustainable development of society, economy and environment.The thesis discusses the concept and intension of forestry ecological environment compensation deeply, on this basis, theoretical foundation and compensation principle also get an overall, systematic analysis ; from non- harmonious between the right of develop and obligation of environmental protection, the thesis carries on value analysis and functional demand about the forest ecological environment of periphery mountainous land in Guanzhong region by using such theory methods as environtology , ecological economics , environmental economics ,etc ; and then, the thesis analyzes the forest ecological environment compensation of periphery mountainous land in Guanzhong region from many aspects by settingt up compensation agent structure among government, market, public and putting forward economic and non- economic ways .At last, the thesis make an attempt to calculates the compensation amount of this region.For hoping to offer some reference to building the forest ecological environment compensation mechanism in this region and make a new thinking way to realize coordinate and sustainable development among society , economy and environment, the thesis proposes some constructive countermeasures on the basis of the above analysis and the current situation of Social economic in this region.更多还原
