【摘要】 电力工业是国民经济的基础性产业。充足、可靠和优质的电力供应是现代文明社会的基础及重要标志之一,政治、经济、环境和技术等方面的发展要求电力系统发展洁净、可持续能源,并进一步满足用电侧对电能可靠性和可控性的要求。世界各国进行电力市场化改革的根本目的,是在一个国家的电力工业中引入市场竞争机制,使电力作为商品的特性能够得到充分的体现,为政府、社会和电力企业各方带来更大的经济效益。我国电力工业就其本质而言仍是高度集中,垂直一体化市场垄断和政府垄断的形态,市场作为配置资源的基础性作用基本上没有得到体现,市场竞争机制尚未真正发挥作用。因此,如何适当的引入竞争机制,继续有效地推行市场化的改革,满足我国电力供应的需要,提高效率,使我国电力工业可持续发展是一个值得研究的问题。本文在对国内外电力市场改革动态和研究现状进行跟踪调研的基础上,应用系统分析、比较研究等理论和方法对国内外电力市场改革进行了国际比较研究,从电力市场特性、形态和现行电力工业体制缺陷、政府与市场的分工方面对我国电力工业市场化改革进行了系统分析,并通过美国加州电力供应危机的案例分析及借鉴国际先进经验,结合我国电力系统的特点,提出我国电力市场化改革的方案,并对电力监管、搁浅成本等策略和对策进行了深入研究。本文以大庆电力工业为典型案例进行了电力工业市场化改革的实证研究。本文的研究为进一步加快我国电力工业市场化进程提供科学依据和参考。更多还原

【Abstract】 Electric power industry is the fundamental industry of national economy. Plenty of reliable and high-quality electric supply is the basic and important indication of modern civilized society, the development of politics, economy, environment, technique and some other aspects constantly demand electric power system to develop clean and sustaining energy, and to further satisfy users’requirements on reliability and controllability of electric energy. The ultimatepurpose of electric power marketization reform in every country of the world is to sufficiently represent the unique characteristic of electric as goods and to bring greater economic benefits to government, society and electric power enterprises by inducing the market competition mechanism. In essence, the electric power industry of our country is still in the state of high centralization, vertical integration, market monopolization and government monopolization. The basic function of allocating recourses almost hasn’t represented, and the market competition mechanism hasn’t played the real role till now. Therefore, how to bring in proper competition mechanism, and constantly push forward effectivemarketization reform as to satisfy the demands of electric power supply, and to promote the efficiency of electric supply, and to make electric power industry in our country stride into the road of sustaining development is a problem that deserves studying.On the basis of tracking down the investigation and study on reformdynamic and current research situation of electric power market reform in foreign countries and at home by using the theories and methods of systematic analysis and comparison research. From the aspects of electric power market’s characteristic and conformation, the defection of current electric power industry mechanism and the division of government and market, the paper makes the systematic analysis on electric power industry marketization reform in our country. By making the case analysis on electric power supply crisis in Californiaof America, referring advanced experience, combining the trait of electric power system in our country, the paper gives the schemes of electric power market reform, and it does the further study on tactics and countermeasures of electric power supervision, stranded cost, etc. The paper makes the positive research on electric power industry marketization reform of electric power industry in Daqing, The research of this paper puts forward scientific basis and reference to accelerate the process of electric power industry marketization in our country.更多还原
