【摘要】 中小企业在各国经济发展中都有着重要的地位和作用。中小企业技术创新能力的提高,对于企业的持续发展,国民经济的整体提高都有着不可忽视的作用,它是经济增长的源泉和动力。由于中小企业自身能力有限,技术创新往往受到资金、人才、技术等方面的限制,所以各国政府都采取各种措施鼓励和扶持中小企业技术创新活动。我国扶持中小企业技术创新起步较晚,措施也不够完善,特别是我国加入WTO 后,中小企业技术创新也将面临更多的风险,如何应对WTO 规则,如何结合我国具体国情,构建与之相适应的中小企业技术创新支持体系,这样的研究还存在很多空白之处。本文正是出于对这方面需要的考虑,研究了基于WTO 规则的我国中小企业技术创新支持体系。本文首先综述了国内外中小企业技术创新体系的研究现状及发展趋势,并发现了在此研究中存在的问题。然后通过对中小企业技术创新相关的WTO 规则的介绍,分别说明了它们对我国技术创新的影响,同时发现我国中小企业技术创新体系存在的缺陷。本文在此基础上,结合WTO 成员国的成功经验,提出构建适应WTO 规则的我国中小企业技术创新支持体系;为了找出与典型发达国家的差距,本文综合考虑了中小企业技术创新支持体系的特点及模糊综合评价方法的原理,建立了中小企业技术创新支持体系的评价指标体系,采集了大量的相关中外数据,利用多级模糊评价方法对美、德、法、英、日、中六国的中小企业技术创新支持体系进行了评价,并进行了比较。通过比较我们发现了我国支持体系存在的不足,如没有专门的管理机构,没有专项的技术创新法律,缺少资金的支持等。最后结合以上的研究,从金融、法律、税收、财政、社会服务五个方面提出了完善我国中小企业技术创新支持体系的对策和建议。本文对中小企业技术创新支持体系的研究,一方面可使我国通过与其他五国的比较,更加清楚我国支持体系存在的缺陷,以及其与WTO 规则相异之处,找出我们的差距所在,从而针对薄弱的环节采取有效的策略,不断促更多还原

【Abstract】 Small and medium enterprises (SMEs) play an important role in the process of economy development in all countries. The promotion of technological innovation gives the main impetus to economy development and is very important to the sustained development of enterprises and national economy.Technological innovation is restricted with fund, human resource, technology and other factors because of the limitation of SMEs. Foreign governments take actions to activate and support technological innovation of SMEs. There are some deficiencies in our support system for technological innovation of SMEs, including the late start and imperfect measures. Technological innovation of SMEs faces more challenges especially after China enters WTO, and there is still some blank research on how to deal with WTO regulations and how to construct the support system for technological innovation of SMEs with the situation of our country. Considering these factors, this dissertation conducts researches on the support system for technological innovation of SMEs, which is based on WTO regulations. Firstly, on the basis of the combination of alien and domestic researches, the dissertation states the present situation and development trend of support system for technological innovation of SMEs, and discovers the problemes in the research. Secondly, after introducing WTO regulations related with technological innovation of SMEs, the dissertation indicates their impacts on technological innovation in our country, from which we realize the limitation of our support system for technological innovation of SMEs.With the reference of advanced alien experience, the dissertation establishes our support system accommodable with WTO regulations. And then considering the characteristic of support system and the principle of multistage fuzzy comprehensive evaluation, the dissertation designs the index system of support system. With abundant data and the method of fuzzy comprehensive evaluation, we evaluate the support systems of America, German, France, England, Japan and China, and carry through the comparsion, from which we find the deficiencies, such as the absence of special management, law and the support of capital.With these researches above, the dissertation tables the proposal on how to enhance our fund, law, taxation, finance, and social work support systems. From the research above, the government can realize the situation of our support system and the difference with WTO regulations, then adopt effective strategy to accelerate the development of technological innovation; on the other hand, the article establishs support system for technological innovation of SMEs and gives some suggestion which should give the government proof to constitute economy policies related with SMEs.更多还原
