现代地籍城乡一体化管理模型设计及应用

【摘要】 本论文是笔者通过参加多个城乡一体化现代地籍管理信息系统建设之后,在理论和技术上的总结。随着我国经济的不断发展,城乡差别越来越小,传统的地籍管理模式已经在众多方面显示出其不足之处,在经济发达地区,特别是在小城镇比较发达的地区,地籍管理部门亟待用统一模式来管理城乡地籍,以实现城乡地籍的一体化管理。 论文在考证了国内若干个地籍信息系统建设的基础上,参考相关技术、规程以及相关学科领域的最新成果,把握城乡一体化地籍管理的几个关键问题,结合实践提出了本文选题的意义和目的。 文章主体部分从分析传统的地籍管理模型的不足入手,提出了城乡地籍一体化所面临的一系列问题,然后逐一进行分析,在基于地籍要素的空间概念支持下,对城乡地籍对象进行了抽取,并讨论了对象之间的相互关系,同时对已有的地籍管理单元概念进行了扩展,提出了“广义街坊”和“广义宗地”的概念,并在此基础上提出了城乡一体化的管理模型,然后基于该模型,并结合ESRI的Geodatabase数据模型,讨论了城乡一体化地籍数据库的设计,最后结合江阴市城乡一体化现代地籍管理信息系统,介绍了本文所提出的模型和数据库设计的具体应用。 本文的主要工作集中在以下几个方面: 第一,在基于地籍要素的空间概念支持下,提出了“广义街坊”和“广义宗地”的概念; 第二,在“广义街坊”和“广义宗地”概念的支持下,提出了城乡一体化的地籍管理模型,并结合Geodatabase阐述了城乡一体化地籍数据库的设计,从而真正地实现了城乡地籍数据的统一存储。第三,在前两者的基础之上,设计和构建了一个成功的实例系统——江阴市城乡一体化现代地籍管理信息系统,并提出了一体化的数据分层和要素编码、一体化的用户权限管理、一体化的成果输出和一体化的数据变更等关键技术的解决方法,解决了长期以来困扰地籍管理部门进行城乡一体化建设的几个关键问题。
【Abstract】 This paper is the generalization of theories and technologies based on several urban and rural integrative modern cadastral information systems practices. With the development of our economy, the gap between the urban and the rural has been narrowed. The urban and rural disjunctive cadastral model has showed its shortcomings in numerous aspects. In the vast developed area especially whose little towns were greatly developed, the bureau of cadastral look urgently forward to use a unified model to administrate the urban and rural cadastral, and implement the integrative cadastral management.After the researches on several cadastral information systems and the references to relative technologies, rules and the new developments in relative fields , this paper bases on several key technologies of the urban and rural integrative cadastral management, and puts forward the meaning and purpose of itself.The main body of this article begins at the lacks of the urban and rural disjunctive cadastral model, and then presents a series of problems that the urban and rural integrating cadastral faces, and then analyses these problems one by one. Based the spatial concepts of cadastral feature, this paper abstracts the urban and rural cadastral objects and discusses the relationship among them. After this the paper extends the concepts of the established cadastral management cells, and presents "general block" and "general land parcel". Based on them it presents the urban and rural integrative cadastral model. Based on the model and combined with Geodatabase of ESR1, this paper discusses the design of the urban and rural integrative cadastral database. At last the urban and rural integrative modern cadastral management information system of Jiangyin is recommended in order to introduce the application of the model and design that this paper has presented.The innovation of this paper can be explicated as the following:First, based on the spatial concepts of cadastral feature this paper presents "general block" and "general land parcel".Second, based on "general block" and "general land parcel" this paper presents the urban and rural integrative cadastral management model, and then combined with Geodatabase it introduces design of the urban and rural integrative cadastral database, and based on this the urban and rural cadastral data can be stored in the same database by the same way.Third, based on the first and the second the author designs and constructs a successful instance, the urban and rural integrative modern cadastral management information system of Jiangyin, and then this paper presents the methods to classify the cadastral data by layers and the feature coding in the urban and rural integrative cadastral system, the method to administrate the user’s privilege in the urban and rural integrative cadastral system, the method to output the production in the urban and rural integrative cadastral system, and the method to update the cadastral data in the urban and rural integrative cadastral system.
