公共管理视角下非政府组织的有效治理

【摘要】 本文阐述非政府组织存在与发展的基本理论,并在此基础上分析中国非政府组织的现状以及参与公共管理的环境和能力,借助国外有关NON-GOVERNMENTAL ORGANIZATIONS的研究,将中国的NON-GOVERNMENTAL ORGANIZATIONS置于中国特色的基点上来寻求其有效治理。有效的治理是非政府组织保持生机和活力的源泉,是维持公共管理主体地位的要求,也是维持政治文明平衡发展的条件。 本文分四个部分论述非政府组织的有效治理。第一部分,从理论上引导出非政府组织存在和参与公共管理的必然性和重要性,为下文提供依据;第二部分,从现实的角度分析认识中国非政府组织所处的治理环境,在中国公民社会还未发育完全的情况下,非政府组织参与公共管理出现诸多矛盾的问题,这些问题是寻求良好治理的源头;第三部分,通过分析非政府组织内部的目标、结构、决策、管理理念与方法等来论述非政府组织的内部有效治理,这是治理的根本所在;第四部分,寻求非政府组织的外部有效治理,其中重要的主体是政府,所以具体阐述政府与非政府组织的关系及政府对非政府组织的行为是至关重要的。只有里应外合,同时争取达到内部与外部的有效治理,才能真正实现政府和非政府组织的双重善治。更多还原

【Abstract】 This thesis expounds the theoretic foundations of existence and development of the non-governmental organizations, and upon which it analyzes the conditions, the environment and abilities of the non-governmental organizations to participate in the public management. In virtue of the study of other countries, this thesis tries to seek an efficient governance of Chinese features’ non-governmental organizations. The efficient governance is a source for the non-governmental organizations to keep alive. It is not only the request of maintaining the leading status of public management, but also the conditions of keeping the balance of the politic civilizations’ development.It mainly discusses the efficient governance of the non-governmental organizations from four points of view. First, from the theory, it pilots the essentiality and inevitability of the existence of the non-governmental organizations, which provides bases for the following content; Second, from the angel to analyze the reality and recognize the governance environment, there arises many contradictions when the non-governmental organizations participates in the public management because the Chinese civic society hasn’t developed well. These questions are the origins to seek good governance; Thirdly, this thesis analyzes the object, the structure, the decision-making, the management ideas and ways to discuss the inter efficient governance of the non-governmental organizations, which is the root of governance; Finally, it searches the exterior efficient governance, among which the main body is the government, so it’s important to expound the relations between the government and the non-governmental organizations, and the government actions towards the non-governmental organizations.
