山西省城镇污水处理设施建设规划研究

【摘要】 根据国家发展和改革委员会办公厅发出的《关于组织编制全国城镇污水处理及再生利用设施建设规划的通知》要求,本着治理山西省水环境的污染,缓解山西省水资源供需矛盾的目的,本文在水污染控制规划的理论指导下,按照治、用、保并重的流域污染治理策略,编制了山西省城镇污水治理规划,研究并提出了山西省城镇污水污染控制的工程方案和实施建议。 本文对山西省辖内22个市85个县的自然环境、社会背景、污水排放与治理现状等背景资料进行了调研分析:2004年山西省城镇污水排放量为254.81万m3/d,年排放污染物COD33.5万吨,SS26万吨,BOD5 19.5万吨,NH3-N 2.1万吨,TP0.37万吨,而全省已建成并稳定运行的城市污水处理厂仅有17座,设计总规模为日处理污水104.39万m3,目前处理量按设计规模的55%计算,处理率仅为22%,致使每天仍有约197.4万m3的城市污水直排入河流,导致山西省地表水受到严重污染,因此城市污水治理是关键。 本文根据山西省人口的自然增长率和山西省城镇化速度等,预测了2010年山西省各市县用水人口数;根据《室内给水规范》,同时结合山西省各市县给排水现状,确定了人均综合污水量标准;根据山西省已建成城市污水处理厂的运行情况,参考国内外城市的经验,确定了污水进水的COD、BOD5、SS、NH3-N、TP主要污染物浓度值;从而预测出2010年山西

【Abstract】 According to the requirement in 《the inform concerning to working out the urban wastewater disposal and reuse in our country》 send by the national development and reformation committee office, in order to control the pollution of the water and alleviate the imbalance between supply and demand of water resource of Shanxi ,with the guidance of the theory for water pollution control planning ,in accordance with the strategies for control ..utilization ,and protection of the water ,this thesis workouts the pollution control planning of the urban waste water of Shan xi province ,puts forward the engineering scenarios and implementation suggestions on the town-level water pollution control in Shanxi.In this study, investigation and analysis was carried out on background information of environment ,social economy and state of wastewater discharge or treatment involved in 22 cities and 85 counties of Shanxi .In 2004 ,the emission of urban sewage will be 254.81ten thousand m3 / d ,and discharge pollutant COD 33.5 ten thousand tons,SS 26 ten thousand tons, BOD519.5 ten thousand tons,NH3-N 2.1 ten thousandtons, TP 0.37 ten thousand tons. Currently only 17 urban sewage treatment plants were built up andoperated steadily , deals with the sewage 98.89 ten thousand m3/d, remains 158.92 ten thousand m3/d of the sewage to flow into rivers directly , this resulted in the severe pollution of the surface water in Shanxi .Hence ,the pollution control of the sewage is a key .In accordance with the natural increase rate of population and the trend for Shanxi provincial urbanization development in the next several decades ,this thesis forecasts the population with water supply in the various towns ; in accordance with 《the water supply criterion》 .combining with the present status of water supply and sewerage discharge ,it confirms the standard for per capita sewerage generateon ;in accordance with the operation status of the existing sewage treatment plants in Shanxi province and the experience of the similar towns in China ,it formulates the COD concentration of inlet sewage and forecasts the served population of water supply, volumes of water supply and sewerage generation ,and the total discharge of water pollutants in 2010 year for the towns ;According to the result, we find out that: by the end of 2010,the emission of urban sewage will be 424.76 ten thousand m3/d, and discharge pollutant COD 62 ten thousand tons, SS 46.5 ten thousand tons, BOD5 35.7 ten thousand tons, NH3-N 4.7 ten thousand tons,TP 1.3 ten thousand tons.Currently ,there are 17 urban sewage treatment plants built up ,dealing with the sewage 104.39 ten thousand m3/d , and 27 urban sewage treatment plants being constructing ,dealing with the sewage 68.7 ten thousand m3/d .According to the aim: by the end of 2010,the rate of wastewater disposal must reach to 70%,and thereuse rate of wastewater must exceed 30%. Finally ,it concludes by 2010 that the total sewage treatment capacity of the cities and counties in Shanxi province should be newly increased with 174.35 ten thousand m3/d ,with an investment of RMB 2.964 billion Yuan ;the total sewage treatment capacity of the major towns should be increased with 154.45 ten thousand m3/d , with an investment of RMB 2.63 billion Yuan ;the reuse of recycled water should be increased with 88 ten thousand m3/d , with an investment of RMB 0.53 billion Yuan .After the completion ,the capacity for pullant reduction will rise : COD 23.6 ten thousand tons per year , SSI8.5 ten thousand tons per year , BOD5 14 ten thousand tons per year,NH3-N 16.7 ten thousand tons per year , TP0.29 ten thousand tons per year.
