【摘要】 随着社会的发展,科学技术的进步,全球贸易竞争的加剧,通过国际标准化组织质量管理体系审核并获得认证是打破贸易壁垒,使产品与服务走向国际市场的首要前提。随着国内国际经济贸易市场的逐步完善,仅凭一纸证书取信于市场、取信于顾客的时代即将过去,通过完善而有效运行的质量管理体系来保证与保障产品质量与服务质量已经得到更广泛的认可。企业信息化的建设与企业质量管理体系信息化的建设,推动了认证审核领域的发展,促进其向着信息化方向变革。然而,现行的质量管理体系审核存在很多不足之处,为了更好地保证质量管理体系的有效运行,为了更好地提高质量管理体系审核的效率,为了更好地适应ISO9000 新版以“过程方法”主导的标准思想,为了更好地在认证审核机构与受审核组织/企业之间形成认证-审核-实时监督这样一个质量管理体系保证网络,本文提出了质量管理体系的远程审核与过程方法相结合的新模式。过程审核方法把审核的总体分为体系、过程网络、过程、基本活动、基本要素五个层次结构,包含体系文件、过程网络与过程、基本活动、基本要素四种审核过程对象。远程审核模式能够有效监控质量管理体系的有效运行,易于形成网络化质量保证体系。为了实现质量管理体系审核的信息化、电子化与网络化,在这种新模式的指导下,利用先进的网络技术与多媒体即时通信技术开发了质量管理体系远程审核系统(QMS-RAS),详细分析了过程模式与远程审核模式的实现思路,给出了系统的总体模型设计;详细讲述了系统的框架结构、功能分析、流程设计。并对系统的总体结构设计、方法模型库设计、数据库设计、输入输出设计、模块设计等作了详细的分析,选用了合适的开发模式与开发工具,实现了质量管理体系网络化远程审核。最后,分析探讨了QMS-RAS 系统开发过程中运用的关键技术及其理论与实现方法。并结合实例详细说明了QMS-RAS 系统部分主要功能。更多还原

【Abstract】 With the development of society and technology and global commercial competition, passing the ISO auditing and getting authentication is the chief premise to break commercial bulwark and make products and service into international market. Along with the stepwise development of economy commercial market in home and abroad, the times of only a piece of certificate to be accepted by market and customers is past, instead, using the effective quality management system to assure the quality of products and service has been accepted widely. The information building of enterprise and quality management system has promoted the development of authentication auditing field, which makes it changing to information building. However, there are many shortages in today’s quality management system auditing, based on the condition, this paper has brought forward two new auditing models of process auditing and network service auditing, consequently achieving the following purposes: guaranteeing the effective running of quality management system better; improving the effectiveness of auditing ;adapting to the thought of “process method”in new edition of ISO9000 and forming a network of authentication-auditing-real-time supervision between authentication auditing institutes and auditee organization/enterprise. The process auditing model divides the total auditing into five hiberarchy of system, process network, process, basic activity and basic elements, which contains four process objectives: system document, process network and process, basic activity and basic elements. Moreover, the network service model has provided the quality assurance network as service to authentication auditing institutes and auditee organization/enterprise, which has not only offered convenience for the both sides, but also guaranteed effective running of the network, accordingly making establish wider quality assurance network easily. In the guidance of achieving quality management system auditing based on information, electron and network, has developed QMS-RAS(quality management system-remote auditing system) using advanced network technology and multimedia instant correspondence technology, which has analysed the thought of process model and network service model ,presented the system whole model design and given the system’s frame structure, function analysis and flow design. It also has analysed the system’s designs of whole structure, method modelbase, database, input-output and model, and chosen appropriate developing model and tools, so realized quality management system auditing based on network, sequentially establishing the network flat of quality management system and quality assurance elementarily. realization method, and explained the main functions of QMS-RAS combining examples.更多还原
