【摘要】 随着中国经济的崛起、工业化进程的加快、经济体制及行政管理体制的改革,资金、技术、人口向城市聚集,大量农村剩余劳动力涌入城市,我国城市化步伐加快。在未来一段时间内,我国城市化将步入高峰时期,届时城市人口数量将翻一番,对城市土地提出更高的需求。而由于土地供给的刚性和中国人多地少的国情,城市建设用地的需求及土地供给的矛盾将日益突出。因而我国在快速城市化的过程中不能照搬美国的低密度郊区扩张模式,而应该寻求城市土地集约利用、城市紧凑发展的城市化发展模式,实现我国人口、资源与环境的协调发展。本文从我国城市化发展的现状与趋势入手,参考国外城市化进程中的土地利用模式,结合我国土地资源的基本国情,以及迄今为止20 多年时间里城市化对我国土地利用的影响,提出集约利用城市土地的意义和指标。其次,对城市化进程中我国土地利用现状与问题进行了较详细的概括,并以城市扩展中的开发区和居住郊区化的土地利用为例进行了分析,指出了城市扩展中建设的一些问题。最后对农地征用市场以及土地出让市场的权利体系展开分析,从我国城市土地特殊的委托代理关系的视角出发,分析了我国城市土地粗放利用的原因,并给出了合理的建议。更多还原

【Abstract】 With increasing of Chinese economy, acceleration of the industrialization, reformation of the economic and administrative management system, as a result, fund, technology, population gather into the city, a large number of surplus rural labor pour into the city, the pace of urbanization of our country accelerates. Within future period, the urbanization of our country will be at the peak, the urban population will double when the time comes, and put forward higher demand to the urban land. And because of the rigidity for land supply and civil fundamental situation that we have a large population and insufficient land , the contradictions between land demand of construction and land supply become more conspicuous. Therefore our country can’t imitate the low density style of the suburbanization expansion of U.S.A in the course of fast urbanization, and should seek intensive use of land and compact style of development, so that we can keep the balance among the population, resource and environment in development. This article proceed with the current situation and the trend of development of urbanization, referring to land use mode of foreign urbanization, combining the fundamental situation of the land resource of our country and the influence on the land utilization of our country caused by urbanization in past 20 years, put forward to the intensive meaning and index of land utilization. Secondly, summarize the current situation of land utilization and the question in the course of urbanization, and take the land utilization of the developing zone and residence suburbanization as the example to analyse, point out some questions of construction in expansion. At last further analyze the right system of Confiscating rural land and the urban land market, at special view of the commission—agent relation of our urban land, analyze the reason of extensive utilizes of urban land, put forward the rational advice .更多还原
