【摘要】 实施农业产业化经营是当前在农村进行新一轮农业结构调整,大幅度增加农民收入,实现农村经济新发展的重大战略举措。农业产业化经营的核心问题是在产业化经营中龙头企业必须与农民结成共同利益关系,让农民得到实惠,实现共同发展,这是关系到产业化经营生死攸关的关键问题。而在这个问题上,无论是在理论上,还是在实践中,还有很多问题没有得到解决。本文采用理论分析与实证解剖相结合的办法,通过对农业产业化经营利益联结机制的理论基础、利益联结的基本组织载体、利益分配机制的主要模式、发展中面临的主要问题和采取的政策保障措施五个方面的问题进行初步探讨后,得出农业产业化经营利益联结机制的内涵是:在产业化经营组织制度安排下,以各种类型的组织载体为依托,通过产业化系统内“非市场安排”与系统外市场调节相结合,使各参与者主体对系统的投入(劳动、资金、产品、知识、技术)和他们在其中的资产产权得到承认,获得可以接受的回报和效益的一种经济利益关系。实质是农业产业化经营系统中各利益主体在各个环节上实现利益平衡的手段和工具。 利益驱动是农业产业化经营的动力源泉,通过农业产业化利益联结,使农产品的生产、加工、销售诸环节结成利益共同体,使农民通过产业化链条上的各个组成部门多层次获利,从而促进主导产业的膨胀,增加了农民的致富门路,有效的解决了长期存在的农民增产不增收的现象。虽然把千家万户组织到一个统一的经营方向和统一的经营目标上来,但是并不能解决农民直面市场的问题,农民必须依赖于经济组织,而各利益主体活动不同、地位和作用不同、能力不同,也就容易形成不合理的利益分配。由于农户处于出卖原料的地位,作为价格的被动接受者,一般难以得到正常利润,农民获益的高低不仅取决于总利润的高低,也取决于龙头或其他经济组织有意识的让利程度。如果农民付出多,获利却少,利益分配就容易形成一方侵吞另一方应获利润的格局,尤其在农业产业化起步之初,这种情况更容易出现。因此,利益分配机制能否保证“风险共担、利益共享”,能否实现企业与农户的“双赢”就成为考察利益联结机制是否适应产业化发展的原则标准之一。本文的研究没有拘泥于农业产业化内涵的争议,而是选取了“利益联结机制”的新角度对农业产业化的问题进行研究,具有重要的理论意义和实践价值,也是本文的创新之处。更多还原

【Abstract】 It is to carry on a new round of agricultural structural adjustment in the countryside at present to implement the industrialization of agricultural managing, increase peasant’s income by a large margin, and realize the great strategic action of the new development of the rural economy. The key question of the industrialization of agricultural managing is that leading enterprises must form the common interests relation with peasants in industrialization management, let peasants receive material benefit, realize the common development, this is a key problem which concerns industrialization management of vital importance. On mis problem, no matter in theory, or in practice, a lot of problems are not solved. This literary grace dissects the method of combining together with theory analysis and real example, through binding the theoretical foundation of the mechanism to the interests of industrialization of agricultural managing, organization carrier mode that can be adopted, should set up and distribution of interests mechanism mat perfect, development subject matter and policy that face is it carry on after the preliminary discussion to ensure measure five problem of respect, the intension of binding the mechanism is, supported by all kinds of organization carriers under the circumstances that the organization system of industrialization management is arranged, it is combined with market regulation outside the system that" it is not the market to arrange " in the industrialization system, make every participant and others in the assets property right among them is acknowledged, obtain the relations between a kind of economic benefits of the repayment and benefit that can be accepted. The essence is that all interests subject realizes means and tool that the interests balance on each link in the system of industrialization of agricultural managing.It is motive force sources of the industrialization of agricultural managing that the interests are driven, bind through agricultural industrialization interests, make all production , processing , sale of agricultural products links form the interests community, make peasant make up through each , industrialization of roller chain department make a profit at many levels. Thus promote the inflation of the leading industry , increase peasants’ way of getting rich, effective peasant that settlement exist for a long time increase production phenomenon that charge. Reach a unified management direction and operations objective of the unity of the organizations of huge numbers of families and come up, but can not solve the problem that peasants faced the market straightly, peasants must depend on the economic organization, and all interests subject activity is different, the position is different from function is different, ability, it is apt to form the unreasonable distribution of interests. Because peasant householdsare in status of betraying raw materials, as the passive acceptance person of the price, generally difficult to get the normal profit, the level that peasants benefit not merely depends on the level of the gross profit, depend on the conscious interest concessions degree of the tap or other economic organizations too. If peasant is it more, it makes a profit to be but little to pay, distribution of interests apt to form one party annex another party should obtain the pattern of the profit, the ones that especially started in agricultural industrialization appeared, this kind of situation is easier to present. Whether so, the mechanism of distribution of interests could guarantee "the shared risks, benefits-sharing", whether could realize " two-win " of enterprises and peasant household becomes and investigates the mechanism of bind interests and meet one of the principle standards of industrialized development. There is no dispute of adhering rigidly to agricultural industrialization intension in the research of this text, but has chosen the new angle that "the mechanism of binding interests", carry on research to the problem of agricultural industrialization, have important theory meaning and practice value, it is the innovation of this text too.更多还原
