【摘要】 本文在梳理区域经济合作理论主要观点的基础上,认为区域经济合作乃是通过制度创新和政策措施进一步加强地区之间的经济联系。于是在比较国内外区域经济合作经验时,特别关注制度创新在区域合作中所起的关键作用,并以此作为探讨泛珠三角区域经济合作模式出发点。总结前人研究成果的基础上并通过对CEPA签订一年多以来的合作效果分析,认为服务业贸易将是港澳与内地未来合作的主体;且通过实证研究表明粤港贸易远大于投资对广东经济发展的影响,综合以上两个方面粤港合作应主要集中在服务业贸易。然后分析了泛珠三角区域合作的现状及其存在的问题并提出泛珠三角区域经济合作的目标模式和策略,认为泛珠三角区域经济合作是一个统一市场的过程,其合作模式是一种介于自由贸易区和共同市场之间而又不同于关税同盟的形式。泛珠三角区域合作最终取决于转变政府职能和规范政府行为,由此必须加强泛珠三角合作法律和执行机构的建设。最后以江西融入泛珠三角实践作为案例分析。更多还原

【Abstract】 This study is on the basis of combing the main views of regional economic cooperation theories, believes that regional economic cooperation is to strengthen the connection between areas through system innovation, policies and measures. Then in the comparison of domestic and international regional economic cooperation experiences, it pays much more attention to the effects of system innovation in the regional cooperation, regards this as the Pan-PRD regional economic cooperation mode’s starting point. It bases on the summarizing of forefathers’ research results and the cooperative result since the signing of CEPA, believes that the trade of service will be the key fields of future cooperation between Hong Kong, Macro and the Inland. It indicates that the trade influences far greater than investment between Guangdong and Hongkong in the economic development of Guangdong by positive research. After synthesizing the above two aspects, the cooperation between Guangdong and Hongkong should mainly concentrates on the trade of service. It analyzes Pan-PRD current situation, its existing problem of cooperation and gives Pan-PRD goal mode and tactics of economic cooperation. It is a course of uniting market that the regional economic cooperation of Pan- PRD. The Pan- PRD cooperative mode is one form between the free trade area and common market, and different from the customs union. It depends on changing the government’s function and standardizing the government’s behavior to put forward the regional cooperation of Pan- PRD finally. Therefore the cooperative law of the and executive body must be strengthened. It analyzes Jiangxi’s incorporating Pan- PRD as a case at last.更多还原
