【摘要】 十六大报告,提出了全面建设小康社会,加快推进社会主义现代化建设的宏伟目标。黑龙江省第十届人民代表大会第一次会议指出,我省正处于全面建设小康社会的重要战略机遇期,实现国民经济加快发展、社会事业全面进步,对于我们这样一个经济尚不发达、困难和问题还比较多的省份来说十分重要。我省是资源大省,资源型城市在我省经济中占有重要地位,怎样实现资源型城的振兴和加速发展成为我省全面建设小康社会发展战略中不可忽视的一个问题。 本论文在明确全面小康社会内涵、外延及资源型城市概念界定的基础上,在四项宏观原则和五项微观原则指导下,建立了全面小康社会指标体系,该指标体系分为经济、社会结构、科教、生活质量、社会保障、资源环保六个子系统共30项指标,并运用层次分析法建立了评价模型。然后以我省典型的资源型城市大庆市为例进行了实证研究。首先介绍了大庆市目前的经济、社会、环境发展概况,将大庆市相关指标值代入评价模型,根据评价结果指出了大庆市全面建设小康社会中存在的经济社会发展不协调、科教落后、就业压力大、治安不稳定、资源浪费严重及环保问题,并提出了相应的对策与建议。更多还原

【Abstract】 In the new century, we have come to the new strategy stage of building the whole well-off society. It’s also a pivotal time for the well-off society building of Heilongjiang province. Resource cities play a very important role in Heilongjiang province. So the well-off society building of Heilongjiang resource cities is very significant to the whole society.After introducing the present condition of connected theory, this paper detailed the principles of well-off society index system; this will make a solid basis for the next. Under the principles, this paper built a guideline system of Heilongjiang resource cities whole well-off society, and used it with AHP to analyze and evaluate the degree of whole well-off society.At last this paper put this model in practice with Daqing city and found out the questions in urban development of Daqing city. It also gave some important and pertinent suggestions on how to achieve Daqing’s whole well-off society target according to the model evaluating results.更多还原
