【摘要】 组织创新是经济增长的重要源泉。农村专业经济合作组织作为继家庭联产承包制之后的又一次组织创新,是处于市场竞争不利地位的弱小生产者按照平等原则,在自愿互助的基础上组织起来,通过共同经营,实现改善自身经济利益或经济地位的组织。该组织不仅是解决农业结构调整、农民增收、进入国际市场等一系列问题的切入点,而且将是中国农业走出困境,实现新一轮经济增长的必由之路。加强对农村专业经济合作组织的研究,已成为农业发展中的一个重要课题。 农村专业经济合作组织效益评价指标体系是一个较新的理论研究内容,迄今为止理论界还未就此方面做出系统全面的分析评价。首先,论文在研究农村专业经济合作组织理论体系,分析比较国内外农村专业经济合作组织的基础上,建立了一套农村专业经济合作组织效益评价指标体系。该体系主要由经济贡献、社会贡献、组织发展三大一级指标以及一系列二级指标、评价指标构成。其次,论文应用所建立的效益评价指标体系,对黑龙江省十个典型农村专业经济合作组织进行效益评价,通过分析综合评价结果,总结效益较好的组织发展经验。最后,论文从政府和组织自身两方面出发,提出完善政府支持体系,完善农村专业经济合作组织的自律机制等对策,为推进农村专业经济合作组织在我国的发展提供理论指导。更多还原

【Abstract】 Organization innovation is the important source of economic growth.As another organization innovation after the family contracted responsibility system with remuneration linked to output, rural special economic cooperative organization is organized by small and weak manufacturers who are placed in the disadvantageous position of the market competition according to the equal principle. Passing the common management, it is to improve the oneself organization of the economic benefits or economic position. The organization not only is keeping to the point of solving a series of problems,such as adjusting agricultural structure,increasing farmer’s income and entering the world market,but also is a necessary way for Chinese agriculture coming out the predicament, new economic growth of realization. Strengthen the research to rural special economic cooperative organization have become an important topic within the agriculture development.At present,the study on benefits evaluation of rural special economic cooperative organization inland has not standed a full system. The theories field still has not analyzed completely on the aspect At first, on the basis of studying the theories system , analysis more domestic and international organization, the paper builts up a set of an evaluation index system of rural special economic cooperative organization. That system mainly is contributed by the economy, the society contribute, the organization develop three big one class index sign and a series of and second class index signs, evaluation index signs. Secondly, applying the evaluation index system,the paper carry on the performance evaluation of ten typical model villages of Heilongjiang province cooperation organization .Passing to analyze the comprehensive evaluation result, it obtains the good development experience of organization . At last, seting out from government and organization both sides , the paper puts forward measures as perfecting government support system, the professional economy self-discipline etc. It provides the theories leading for pushing forward the development of rural special economic cooperative organization in the our country.更多还原
