【摘要】 建立健全行政决策听证制度是完善行政决策机制的重要内容。它有利于行政决策的民主化、科学化:有利于依法行政、建设法治政府;有利于发展社会主义民主政治、建设社会主义政治文明。 本文第一部分在吸收有关学者对此问题研究成果的基础上,界定了行政决策听证制度的概念,探讨了行政决策听证制度的意义。 论文第二部分首先回顾了我国实施行政决策听证制度的历史进程,然后对我国行政决策听证制度的总体实施效果作了简要评价,最后分析了制约我国行政决策听证制度实施成效的因素,这些因素主要包括行政决策听证制度自身不完善、社会团体发育不成熟以及决策者、公民缺乏民主意识等。 论文第三部分提出了提高我国行政决策听证制度实施成效的对策,具体包括完善行政决策听证制度、推进其它配套改革以及增强决策者和公民的民主意识等。更多还原

【Abstract】 As an important component of administrative decision-making system, the sound system of the hearing in administrative decision-making is propitious to scientific and democratic administrative decision-making, government administration according to law to developing government based on law , improving democracy and political arena of socialism.Based on the existing research on this issue , the author preliminary defines the concept of the system of the hearing in administrative decision-making ,briefly discusses its significance in the first part of the paper.The second part reviews the histroy of the system of the hearing in administrative decision-making firstly, then briefly appraises the overall implementing effect of the system. Finally the author analysis the disadvantage factor working on implementing effect of the system,including the system oneself non-perfected, citizen’s democratic consciouness in short and so on.To advancing the overall implementing effect of the system of the hearing in administrative decision-making,the author brings forward some countermeansures in the third part of the paper.The author thinks some measures, such as improving the system oneself, advancing some coordinated reforms,increasing decisioning-maker citizen’s democratic consciouness are inneeded.更多还原
