【摘要】 行政手段是指行政主体在行政系统内为达到行政目的依靠行政权力实施的行政行为或行为方法。按照行政系统与行政环境的内外部作用不同分为行政性手段和行政化手段。我国从传统计划经济体制到社会主义市场经济体制的转型有其历史必然性,经济体制转型经历了长期过程,社会主义市场经济体制的基本框架得到了确认和发展。在从“计划型”行政手段到“市场型”行政手段的行政手段转变过程中,经济体制转型要求政府行政职能转变,继而要求政府行政手段转变。两种不同经济体制下的行政手段在性质、领域、实现方式等方面发生了转变。社会主义市场经济时期的行政手段,主要包括行政审批、行政许可、宏观经济调控、政企分开、政事分开等手段。行政手段是必要的不可缺少的,需要在新形势下进一步的完善。更多还原

【Abstract】 The administration means refer to the administrative subject and depend on the administrative power administrative behavior or behavior method that is implemented in order to achieve the administrative purpose in the administrative system. Divided into an administrative means and command means according to the administrative system different from domestic and foreign function of the administrative environment ? There are its historical necessities from traditional planned economic system to transition of the socialist market economy system in our country. The economic system has made the transition and gone through the long-term course. The basic frame of the socialist market economy system has been confirmed and developed. In administration means get" market-oriented " administration means of administration means change course from " plan type ", The economic system makes the transition and requires government’s administrative transformation of the functions, then require government’s administration means to change. The transition has happened in such aspects as nature , field , way of realizing in the administration means under two kinds of different economic systems. The administration means of period of socialist market economy, include examining and approving , such means as administrative licensing , marcoeconomic regulation and control , division between politics and enterprises, government affairs are separated concretly.更多还原
