亚太经合组织机制创新的制度分析

【摘要】 区域经济集团化与全球化一样,已经成为推动世界经济进步的最重要的力量之一,但这一趋势在全球经济增长最快的亚太地区进展却相对缓慢。区域内各国及经济体之间由于相互依存产生的经济往来,使得亚太经合组织应运而生。本文认为,与传统的地区一体化模式相比,亚太地区的发展模式实现了制度创新。与欧美的“由中心向外扩散”不同,亚太的模式具有“先散后聚”的特点,奉行开放的地区主义和非强制性的软机制,这种方式从目前的国际关系实践来看,是符合亚太地区实际情况的。它不仅促成了亚太地区的共同繁荣,同时也为发展地区一体化理论提供了新的依据。 亚太经合组织组织的发展体现了国际制度的功能主义特点,在多样化的地区合作中,为了实现合作目标和节约交易成本,国家间的合作应该采取一种灵活的和松散的合作制度。APEC已经从最初的官方经济论坛演进为带有论坛特点的国际经济组织,并产生了良好的溢出效应。单边行动和集体行动的互动促进了本地区贸易投资自由化和经济技术合作的进展。在制度创新的影响下,亚太地区各个经济体将会走向一个区别于传统地区集团的开放性的、软机制约束的新型贸易区域。 论文由导言、正文和结语组成,正文分为五大部分,其主要内容如下: 第一部分,主要对地区一体化的概念、分类,国际制度的定义与作用做了阐述,并指出了亚太地区一体化的新发展与对国际制度的关系。第二部分,解释了APEC机制创新与合作模式,分析了在亚太地区合作制度创新的动力,机制创新形成的亚太合作模式,由此分析APEC的性质并给出了APEC的机制化含义。第三部分,由亚太地区的制度选择入手,分析了APEC模式下的机制组织结构及机制化的影响。第四部分主要分析了APEC合作议题的形成与变革。第五部分论述了亚太经合组织机制面临的挑战与发展前景。更多还原

【Abstract】 Regional economy grouping has already become one of the most important strength of promoting economic progress in the world like globalization, but this trend is relatively slow in the global progress of the Asian-Pacific area with fastest-rising in economy. Because of interdependence between various countries and economy in the area,Economic exchanges emerging make APEC arise at the historic moment. The article thinks : Compared with traditional integrated mode of area, the development model of the Asian-Pacific area has realized system innovation. Different from the " spreading outwards from the centre " of America and Europe, the Asian-Pacific mode has the characteristics that " gather after breaking up ", follow the open regional doctrine and non- mandatory soft mechanism, This way accords with actual conditions of the Asian-Pacific area according to present international relations practice.It has not only facilitated the mutual prosperity of the Asian-Pacific area but also offered the new basis for developing the integrated theory in the area at the same time.The development that APEC organized has reflected the functionalism characteristic of the international system, In the diversified cooperation of regions, in order to realize the goal of cooperation and economize the transaction cost, should adopt a kind of flexible and loose cooperative system in cooperation across boundaries.APEC has already been an international economic organization with characteristic of the forum from the initial gradual progress of economic forum of official, and produced the good effect of overflowing.Unilateral action and collectively action have promoted the progress of the trade investment liberalization and economic and technological cooperation of this area. Under the influence of system innovation, the Asian-Pacific area each economy move towards one different from traditional area Characteristic open, soft mechanism restrain trade area.The thesis make up by the introduction , text, Conclusion ,the text is divided into five major parts, its main content as follows:The first mainly expatiate on concept and classification of area integrating, the definitionand function of the international system, also pointed out the new development in Asian-Pacific area, and relation to the international system. The second part , explained innovation of mechanism and cooperative mode of APEC, analysed the motive force of system innovation of Asian-Pacific cooperation of regions, the Asian-Pacific area cooperative mode, therefore provided the nature of APEC and the mechanism meaning of APEC. The third part started with Choice of the system of the Asian-Pacific area, analysed institutional framework of mechanism and mechanism influence under APEC mode. The fourth part mainly analysed the forming and change of APEC cooperative topic. The fifth part described the challenge of APEC’s mechanism faces and development prospect.更多还原
