论政府在现行失业保险制度完善过程中的政策选择

【摘要】 进入工业社会后,大生产的发展为人们带来了更多的就业机会,同时人们面临的失业风险也逐渐增大。因而,失业保险制度作为市场经济条件下失业风险的一种收入补偿措施得以确立。20世纪下半叶,西方国家发生社会保障危机,失业保险制度开始由以往注重事后补偿向积极促进就业转变。这一转变对失业保险政策的发展意义重大,也成为我国失业保险制度发展的趋向。而在目前中国社会政策研究领域,如何将失业保险政策的创新与就业相联系,通过政策的实施发挥促进就业功能的研究还比较少。 本文采用文献研究和实证研究相结合的方法,以1999-2003年山东省经济体制转轨和发展阶段转型为背景,通过对山东省失业状况及失业保险制度实施情况的实证分析,对山东省现行失业保险政策的完善进行了尝试性的探索,以求为政府决策提供些许参考。 论文共有六部分构成。 在“前言”部分,由对现行失业保险政策的重新思考,引发了对失业保险制度变革的关注,并提出本文研究的问题:政府在现行失业保险政策完善中,应做什么样的政策选择?同时,对中国国内理论界对失业保险制度所做的相关研究进行回顾与述评。 在“我国政府对失业保险政策选择的历史沿革”部分,首先从社会政策视角,探讨了政府在社会政策中的职责——政策选择。随后,对我国失业保险政策选择的变迁作了宏观性描述。最后指出政策选择是随社会问题的变化不断调整和变革的。 在“现行失业保险制度面临的挑战——以山东省为例”部分,对山东省目前的失业状况、失业保险制度的实施情况进行实证分析,指出其中存在的问题,并提出解决方案,即建立“就业导向”型失业保险制度。 在“‘就业导向’型失业保险制度模式——山东省政府的政策选择”部分,提出了山东省“就业导向”型失业保险制度构建模式,在实施范围、基金来源和缴费标准、享受资格、待遇计发的参照系和发放期限、失业保险金的使用、失业保险与就业服务相结合等方面做了较为详尽的说明。 在“国外失业保险制度改革对我国政府决策的启示”部分,对国外失业保险制度改革的趋势及具体做法进行了简单介绍,寻求对我国政府制定决策的启示。 在“结语”部分,对全文进行总结归纳,指出“就业导向”型失业保险制度是我国现行失业保险制度完善的政策选择。更多还原

【Abstract】 Since we entered the industrial society, the development of mass production had brought more employment opportunities, but at the same time, the unemployment risk people face has increased gradually too. Therefore, the unemployment insurance system has been established as a kind of income indemnification measure for the unemployment risk under market economy conditions. In the second half of the 20th century, western countries experienced serious social security crisis. As a result, the unemployment insurance system has changed from stressing after-event compensation to actively promoting employment. This transition means great to the development of the unemployment insurance policy, which is also the development trend of the unemployment insurance system in China. Regretfully, in the field of social policy study in China, the research about how to connect the innovation in the unemployment insurance system with employment and how to promote employment through the implementation of policy is still, to some extent, fairly deficient.The thesis, combining literature research and factual demonstration, and taking the alteration and transition of economic system in Shandong’s economy development from 1999 to 2003 as the background, makes a positive analysis of unemployment state and implementation of unemployment insurance system in Shandong Province, and tentatively explores the perfection of the current unemployment insurance policy in Shandong in order to offer the government some consultation in making policy.The thesis involves six parts as follows.In " preface ", a concern, resulted from a second study of current unemployment policy, for the unemployment insurance system is expressed, on the basis of which, the author puts forward the problems this thesis aims to resolve: In the perfection of current unemployment insurance policy, what kind of policy should the government choose? Meanwhile, the author gives a literal review of the relevant studies concerned in China.In the part of "historical evolution of China’s unemployment insurance policy ", government’s duty in social policy—choosing policy—is probed into from the angle of social policy. Afterwards, the author makes a macroscopic description about the changes in the insurance policy of unemployment in China. Finally it is pointed out that the policy is to be adjusted and improved with the change of the social issues constantly.In the part of "challenges facing the current unemployment insurance system in Shandong Province", the author carries out a positive analysis of the present state ofunemployment, the implementation of the unemployment insurance system in Shandong and points out the problems existing among them and proposes the solution, namely setting up the " Employment-orientated" system of unemployment insurance .In the part of ""the Employment-orientated" unemployment insurance system mode -Policy choice of Shandong Government", the author proposes the mode of the "Employment-orientated" system of unemployment insurance .in Shandong and makes exhaustive explanations in such respects as the beneficiary scope, the sources of the funding, standard of premium payment ,the beneficiary qualifications, the reference system that counts treatment and grants issue duration, the use of unemployment insurance premium, the combination between unemployment insurance and employment service, etc .In the part of "the enlightenments to China’s policy making from the foreign unemployment insurance system reforms", the author makes a brief introduction to the trend of foreign unemployment insurance system reform and concrete methods seeking the enlightenments to the decision-making of Chinese government.In the conclusion, the author summarizes the thesis and points out that the "employment-orientated " system of unemployment insurance is what Chinese government should choose to improve the current unemployment insurance system.更多还原
