【摘要】 社会保险是为劳动者提供的基本生活保障,它是现代社会保障体系中的主体和核心,受到各国的关注。许多国家都把社会保险和社会保障作为发展的中心议题,将其置于优先发展的战略地位。 随着科学技术的飞速发展,现代的各类管理已逐渐告别烦琐的文本方式,向高科技手段的信息系统管理转化,与大家密切相关的社保行业也必将走向信息化管理工作的道路。根据国家劳动和社会保障部的规划以及简称“金保工程”的劳动和社会保障信息系统的要求,在查阅了许多省市社保信息化的相关方案与资料的基础上,提出了搭建一个拥有千万人口的市级社会保险信息系统的实施方案,本方案以“完整、正确、统一、及时、安全”的指导思想为目标。其目的是利用信息化的网络设备,建立省、地、县互通且相互兼容的社保信息网络,以保证高效率的社保工作质量。这样既做到资源共享,有利于监管与决策,同时通过Internet提供不间断的网上服务,方便了用户的注册申请、帐号查询、业务处理以及投诉等。 由于此信息系统的规模庞大,信息量巨大,安全性也高,在硬件设计方面,制定了一套“坚固、稳定、便于管理”的网络平台,确保数据的安全存储与备份。并提出了系统操作人员的管理机制,把软件、硬件、人员三者有机结合的风险降低到最小程度。由于各地在网络系统开发过程中的不统一,加之工作量过大等原因,在资源共享方面尚有许多不足,有待修正和完善。一个统一的网络平台的建立,必须有利于相互交流与沟通,海量的信息数据库如同信息系统的心脏,而整个系统应用程序则是信息系统手脚,同时也必须要有安全保障系统和人才管理体系,以保证该系统的正常无误运转,做到资源共享,创造更好更多还原

【Abstract】 Social insurance is to offer laborers basic guarantee of living. It is the main body and core of current social guarantee system and being concerned by the whole world. Many countries have regarded social insurance and social guarantee as the center of discussion topics on social development and give them priorities in development policies.With the rapid development of science and technology, operation ways in various administration fields of today gradually say good-bye to such tired paper ways and change to information management systems based on high technology. Social insurance, which has closed relationships in our lives, will also step into this advanced information management world with no hesitation. According to plans of Ministry of Labor and Social Guarantee, requirements of labor and social guarantee information system, which simply called "Jin Bao Project", and retrieving lots of related schemes and materials on informative social guarantee of many provinces and cities, a scheme has been thought out, i.e., to construct a city level social insurance information system that can hold information of millions of citizens. The direct thought of the scheme is " to be complete, correct, unite, urgent and safe". Its aim is to use informative network facilities, set up social guarantee information network, which can run among province level, local level and county level and have compatibilities, and to ensure high rates and qualities of the social guarantee work. So that information resources can be shared and it is better to monitor, administrateand make policies, at the same time, via using Internet network service, there is no time limit, it greatly gives local citizens conveniences on registration, account number check, operation and acclaims, etc.Since the size of information system is big and its information quantity is large and its safety requires high, on the aspects of hard ware design, a set of solid, stable and easy to administrate network platform has been made and to ensure data to be safely stored and backup. Administration methods for system operators have been provided accordingly. It makes software, hardware and professionals work together better and reduce risks to the lowest degree.Since local network system development processes are different, the quantity of the task is heavy, and lacks on resources sharing and needs to be revised and completed. To set up a united network platform, it must make communication and information exchange easy. The high quantity information database is the heart of our information system, and the whole information management application programs are our hands and feet. Only with the necessary safety insurance system, professionals management system, this system can run correctly, share information and benefit for society and economics.Social guarantee information system construction is a complex system project. In this article, I have made a detailed design especially on network platform, application system, and database system and safety aspects. This system has adopted the current popular three-tier structure; use UML to describe a detailed Use Case Diagram and Sequence Diagram. And then use Delphi and Oracle to realize some modules. The whole development process is based on national standard. With the depth of construction of information system and the development of science and technology, development of social guarantee information system can definitely make social guarantee system develop and apply better.
