【摘要】 无论是发达国家还是发展中国家,都不同程度地采取了各种优惠措施帮助出口企业防范风险、降低成本、获取融资,以促进本国对外贸易的发展。作为目前被国际规则所认可的一个政策工具,出口信用保险以鼓励本国企业扩大出口,开拓国外市场为出发点,对本国企业的出口和对外投资提供经济保障。它通过承保国外的商业信用风险和政治风险来补偿收汇损失,同时帮助企业取得出口融资的便利。随着我国对外贸易的突破性增长和贸易大国地位的确立,我国对外贸易的内部机制和国际竞争形势都发生了深刻变化,在实现从贸易大国到贸易强国的过程中,我国出口信用保险机构应积极配合“市场多元化”、“科技兴贸”、“走出去”等贸易政策,促进贸易方式、商品结构和出口市场结构的调整,全面支持我国企业“走出去”,利用好“两个市场,两种资源”,加快推进贸易强国的建设。同时,在国家的外交、产业、财政、金融、“三农”等政策中,也要充分发挥出口信用保险的作用,以确保国家各项战略顺利实施。相对于发达国家,我国的出口信用保险事业还处于初级阶段,其中存在的问题还需要政府、企业及出口信用保险机构本身三方共同努力解决。 本文的中心内容大致分为以下部分: 第一部分是对出口信用保险的概述,介绍了其概念、特点、主要功能、种类以及出口信用保险的信用限额和经营模式;第二部分比较分析了出口信用保险同一般商业保险、福费廷、国际保理及信用证之间的异同和优缺点;第三部分介绍了出口信用保险在各国的发展,重点从发展历程、业务种类及特殊政策性作用三方面介绍了我国出口信用保险的发展,同时指出了目前存在的问题;最后一部分从四个方面提出加快我国出口信用保险发展的对策思考。更多还原

【Abstract】 Whether it is a developed country or a developing country,to some extent it takes various preferential measures that help export companies protect against risk ,low cost and obtain finance so as to develop foreign trade.As a policy tool accepted by international rules.at present export credit insurance(ECI) provides economic security to the export and foreign investment of enterprises,aiming at enlarging trade volume and exploiting overseas markets.ECI insures against overseas commercial risks and political risks to compensate for the loss of payment risks.In the meantime,enterprises can get convenient finance by ECI.With the overwhelming increase of our foreign trade and establishment of the country with great trade volume,our foreign trade’s interior mechanism and international competition situation change deeply.In the course of making china trade power,our ECA should actively cooperate with trade policies of Market Diversification,Reinvigorating Trade by Science and Technology as well as Go Abroad ,furthering the adjust of trade mode,goods structure and export market structure,comprehensively supporting our enterprises to go abroad and use"two markets,two resources"in order to speed up trade power’s building.Meanwhile we fully exert ECI’s function to support the smooth implement of our strategies,in the policies on diplomacy,industry,fiscal,finance,and"Issues Concerning Agriculture, Countryside And Farmers"and so forth. Compared with developed countries, because our ECI is at primary stage,many problems will be solved by the government,enterprises and export credit agency(ECA). The center of this paper is roughly divided for the following parts: The first part with the overview of ECI introduces its concept ,character,main function.sort,ECI’s credit quota and management model;The second part comparatively analyzes similarities and differences as well as advantages and disadvantages among ECI,commercial insurance,forfaiting,international factoring andletter of credit;The third part introduces the development of ECI in various countries,focusing on our ECI’s development from the processes of development,class of business and policy-related function.Meanwhile it points out the existing problems.The last puts forward countermeasures speeding up our ECI’s development from four aspects.更多还原
