【摘要】 目前,我国农业与农村经济发展出现了两个历史性转变:一是农业发展进入新阶段,农产品供求格局发生了历史性转变;二是我国加入世界贸易组织后,农业与农村经济发展的外部环境发生了历史性转变。这两个转变要求必须把农业发展真正转移到依靠科技进步和提高劳动者素质的轨道上来。农民是农业生产和农村建设的主体,农民的科技文化素质与国民经济发展和社会进步息息相关。针对我省农民比重大,素质低的现状,我省开展成人教育、职业教育、绿证教育、广播电视教育等多种形式的农民教育,并取得了一定的成效,但从新形势、新任务、新要求来看,农民素质仍不能适应发展的需要,已成为农业和农村经济发展的“瓶颈”。农业远程教育是农业教育的组成部分,它集成人教育、职业教育、广播电视教育为二体,实现了对农民的素质教育和终身教育。大力开展农业远程教育,全面提高农民的科技文化水平是山西农业和农村经济发展的战略选择。山西省农业广播电视学校是农业远程教育的主体,它是利用广播、电视、多媒体及计算机网络等现代传媒手段对农民进行远程教育的学校。经过20 年的建设和发展, 已形成了省、市、县、乡四级办学体系,包括1 所省校、11 所市校、111 所县校、600 多个乡镇教学班,有专职办学人员867 人,开展初级教育、中专教育、中专后教育、大专教育以及本科、研究生教育,形成了多层次、多学科、多功能、多形式的教育, 20 多年来,共培养17.3 万的中高级农业应用型人才,为农业和农村经济的发展提供了人才保障。面对农业新形势,教育新需求,特别是信息技术的飞速发展,山西省农业远程教育如何能再上新台阶,实现跨越式发展。作者经过认真细致的收集、整理以及分析, 撰写了本论文,它不仅对农业远程教育的发展具有理论意义,而且对于全面提高农民科技文化水平,促进农业和农村经济结构的战略性调整,增加农民收入,全面建设小康社会具有较高的实践价值。本文在系统分析了国内外远程教育,着重研究山西省农业远程教育的发展历程和发展现状,并对发展农业远程教育的省情背景、农业背景、教育背景、农民背景以及农广校背景进行了阐述,创造性的提出了新形势下发展山西农业远程教育的战略思想、战略方针、战略目标、战略规划,最后对我省农业远程教育的发展途径进行了的详细的论述。更多还原

【Abstract】 At present, there appear two historical changes in the development of agriculture and the countryside: one is that the agricultural development has stepped into a new stage, during which the situation of supply and demand has changed historically; the other change is that after China entering into the WTO, the exterior environment of the development of agriculture and countryside economy has changed historically. The two changes need us to transfer the agriculture development onto the orbit, which depend on the development of science and technology and the improvement of the laborers’ quality. Farmers are the main body of agricultural production and countryside construction, whose science and technology quality is closely linked to the national economy and social progress. Because farmers whose quality is still very low account for a large proportion of the whole population in Shanxi province. The government has developed several forms of education: adult education, vocational education, Green Certificate education and learning through broadcasting and TV, and has made some achievement. However, in the new situation which gives us new assignment and new demand, the farmers’ comprehensive quality still cannot adapt to the demand for development, which has become the obstacle which prevents agriculture and the countryside economy from developing. Agricultural long distance learning, as one part of agricultural education, consists of adult education, vocational education and learning through broadcasting and TV, which realize the education for the farmers for life. So developing the agricultural long distance education and improving the farmers’ sci-tech quality level has become the strategic choice for developing agriculture and countryside economy in Shanxi Province. Shanxi Agricultural Broadcasting and TV School (SXABTS) is the main body for agricultural long distance learning, which develop long distance education by modern medias of broadcasting, TV and internet. Through 20 years’ construction, SXABTS has developed into systematic schools on four levels: 1 school on provincial level, 11 schools on prefecture level, lllschools on county level and 600 schools on town level. We have 867 full-time teachers and staff and develop elementary education, technical secondary education, post technical secondary education, junior college education, undergraduate courses education and postgraduate courses education. Facing the new situation, the new demand for education and especially the fast development of information technology, how the SXABTS realize its great-leap-forward development. The author finished the paper after serious and considerate collection, arrangement and analysis. The paper not only has theoretical significance to the development of agricultural distance learning, but also has practical value for improving the farmers’ sci-tech cultural level, promoting the strategic adjustment of countryside economy structure, and at the same time increasing the farmers’ income and building the better-off society. In the paper, the author compared and analyzed the distance learning of China and foreign countries, giving detailed analysis of the stages of development and actual state of the agricultural distance learning in Shanxi province, while defining the background of provincial situation, agricultural background, education background, background of farmers and SXBTS, on the basis of which the author put forward the strategic thoughts, strategic principles, strategic aims, strategic planning in the new situation, and at last elaborated the evolutionary path for the long distance learning in Shanxi Province.更多还原
