【摘要】 粮食是一种重要的商品,在非常时期还是一种重要的战略物资,是无价之宝。我国是一个人多地少的发展中国家,粮食安全问题将是一个永远常新的课题。建国以来,共和国三代领导人为实现和确保粮食安全付诸了艰辛的努力,取得了举世瞩目的成效。新世纪伊始,在全面建设小康社会进程中,我国又出现了粮食危急的迹象。　陕西省同全国形势相似,由于多种原因,近年来粮食种植面积下降,产量下滑,粮食安全形势不容乐观。因此,如何确保我省粮食生产安全,给我们提出了全新的意义和要求。　本研究运用科学抽象法、实证分析法、比较研究法、历史研究法、矛盾分析法和系统研究法相结合的方法,阐述了粮食的重要性,世界、我国粮食生产、消费和贸易情况,进而,论述近半个世纪我国粮食生产情况和面临的严峻问题,推出粮食安全的重要性;通过图表分析、综合比较阐述陕西省近半个世纪来粮食生产所取得的巨大成就;从人口剧增对粮食的需求、农业资源短缺和粮经争地矛盾突出阐述我省粮食生产面临的严峻形势;从改良品种、提高单产和水分利用效率、提高复种指数、扩大高产优质高效栽培规模、发挥地域和区域优势等方面阐述保障我省粮食安全,增进粮食生产的途径;通过激励政策、提高科技成果对粮食生产的贡献率、增加对粮食生产的投入、健全农业科技推广体系、完善粮食支持体系和注重粮食生产安全警戒线等方面阐述提升我省粮食安全自给能力;最后概述前述内容,得出结论。　我省的粮食安全问题具有重要性、特殊性和复杂性三个显著特点。本文从认识和分析国内外、省内外粮食安全入手,结合我省农业发展的实际,具体回答了粮食安全的战略意义、我省的粮食安全水平、粮食安全前景怎样以及在全面建设小康社会进程中我省应当采取什么样措施来保障粮食生产安全问题。更多还原

【Abstract】 Grain is a kind of important commodity, and still a kind of important strategic materials in unusual time, and in that time, it is the priceless treasure. China is a developing country with over much population and over less land; grain security problem is a new problem forever. It is 50 years since state establishing, that three-generation leaders of P.R.C. have put hardships in realizing and ensuring grain security, and have obtained the results with attracting worldwide attention. Facing the new century, while we construct the Process of a relatively comfortable standard of living, our country appear grain-short. Similar like our country, because of many kinds of reasons, grain cultivated areas are drops, and the output falls, and the train security situation is not optimist in Shaanxi province in recent years. So, how to guarantee the grain production safety of our province, that is a new project we must face on. This thesis utilizes the method integrated by the scientific abstract method,the practical analyze method,the comparative analyze method, the historical research method,contradictory analyze method and the systematic research method to analysis grain security problem in Shaanxi and put out feasible measures through divided into 6 parts. Clarify the importance of the grain, and the grain productions, consumptions and trade situations of the world. And then, we analyze the grain productions of our country and severe problem faced for nearly half a century. At last, the chapter clarifies the importance of grain security problem. Through analyzing by charts, clarify the enormous achievement made in nearly half a century in Shaanxi province. Started from analyzing the grain demanding and agricultural resource shortage, clarify the severely situations Shaanxi province face on in grain-production. Started from improving the breed, improving the yield per unit area and the utilizing efficiency of water, improving multiple crop index, expanding the high yield and high quality and high efficient planting scale, and giving play to regional advantage, clarify grain security of Shaanxi province, and the measures that promote grain-production. Through the incentive policy, improving the scientific and technical contribution rate for grain-production, increasing the input, perfecting the agricultural sci-tech popularization system, perfecting the grain supporting system, clarify the measures that promote Shaanxi grain security and self-sufficiency ability. Generalize the above content, and draw the conclusion, and analyze the relation between facilities agriculture and grain production, and balance Shaanxi grains by domestic and international markets. In Shaanxi province, the problems on grain security have three marked characteristics, i.e. importance,particularity and complexity. This thesis is started from recognizing and analyzing grain security of domestic and international, inside and outside of our province, combined the reality of Shaanxi agricultural development,in detailed answer that the strategic signification of grain security, the grain security level of Shaanxi, and what is fore ground on grain security,and what measures should be selected to guarantee Shaanxi grain security strategies in all-sidedely constructing a relatively comfortable standard society of living.更多还原
