【摘要】 退耕还林是一个复杂的社会系统工程,退耕农户是当地环境与发展之间诸多矛盾的关节点和最直接体现者,退耕还林工程必须在保证工程生态效益的同时应不断促进和满足当地农民的发展需求。目前的退耕还林政策是单一的补偿政策,其技术路线和思路较以往的生态建设模式还没有根本性的创新。西部退耕区是一个生态—经济—社会复合系统,各系统间相互影响和牵扯,需要一个以补偿为核心的,更加侧重于区域发展的政策体系。本文讨论以退耕还林工程为契机,促进西部退耕区农业可持续发展的问题。全文共六章,除导论外,大致可分为三个部分。第一部分包括第二章和第三章,为理论探讨和西部退耕区农业可持续发展的基本面考察。第二章考察了退耕还林工程的实施情况和西部退耕区社会经济特征和农业发展的现状,这些基本面的考察有利于深化对研究对象的认识。西部退耕区因其内部的自然、社会、经济的特征而成为一类特殊的区域类型,其区域特性也因此而有别于其它区域,有着其特殊问题和矛盾,使得本研究成为必要。第三章针对西部退耕区农业可持续发展的条件展开分析,首先探讨了农业可持续发展的概念、内涵和评价标准,然后依据公认的标准对西部退耕区农业可持续发展的现状展开分析,通过因果链条分析指出制度和技术的变革落后于资源禀赋的变化是西部地区农业可持续发展所面临的最大困境,要实现可持续发展的目标必须实现相应的制度变迁与技术变迁,退耕区当地必须内生化出一系列与退耕还林工程目标相一致的生产方式、经营模式和社区治理模式。第二部分包括第四章和第五章,第四章是关于西部退耕区农业可持续发展目标的确立、路径的选择,第五章则讨论了支撑农业可持续发展的能力建设。西部退耕区农业可持续发展的模式与其它区域不同,其指导思想是以政策资金技术等区域外部力量的注入并充分利用市场力量激发内部发展能力。目标是农业产业的生态经济社会综合效益俱佳,基本路径是通过一定的激励措施实现具有资源适宜性的林业、牧业对不具有资源适宜性的种植业的相对替代,具备比较优势的特色农产品对不具备比较优势的粮食产品的相对替代,以及资金、技术、信息、人力资本等现代生产要素对土地、水资源等传统生产要素的相对替代。农业可持续发展的重点在于能力建设,包括以资源合理利用和环境保护为基础的生态承载力建设,以基础教育和职业教育为主要内容的人力资本积累,以农业技术开发和推广转化为主的技术支撑体系建设,以山水田林路信电为重点的农村基础设施投入以及以自治合作、增强凝聚力为主旨的农村社区组织制度建设等。第三部分为第六章,主要讨论退耕还林政策的调整、完善和创新,将退耕还林由单纯的补偿政策发展成一个以补偿为基础的集收入分配、社会福利、结构调整等功能为一更多还原

【Abstract】 The conversion of cropland to forest is a complicated social program. To insure the sustainable success of this program, its policy must be developed to a multi-target policy system. This paper discusses the agricultural sustainable development of the western reforestation area, probe the relationship of development and ecological construction program, and give some advices in the end. This paper contains six chapters, except introduction part, it can be divided into three parts. The first part includes the second and the third chapters, the second chapter inquires into the current situations of the western reforestation area, such as economical and social present situation and the agricultural development situation. The third chapter discusses the advantages and disadvantages about sustainable development, so a suitable sustainable development model can be portrayed. To attain the sustainable development goal, some difficulties must be overcome, especially in technical and social institutional areas. The second part includes the fourth and the fifth chapter. The fourth chapter discusses the suitable goal and model of agricultural sustainable development. Through the induced innovation, those goals can be attained. The fifth chapter expounds the capability construction of sustainable development, such as agricultural techniques support, human capital construction, and sustainable natural resources use, etc. the last part refers to the sixth chapter, it discusses the adjustment and optimize of current reforestation policies.
