BP神经网络在城镇基准地价评估中的应用及其成果网络发布研究

【摘要】 基准地价作为政府宏观调控土地需求的主要手段之一,它的评定对于规范城镇房地产市场,维护国家的正当收益,制定城镇发展政策具有重大现实意义。随着经济的快速发展,城市化进程的推进,土地的交易日益频繁,土地价格也在不断的上升,要保证基准地价的现势性,就必须不断地对基准地价进行更新评估。目前常用的基准地价评估方法由于其计算过程复杂,数据量大,无形中就造成工作效率不高。由于人工神经网络具有高度的非线性映射能力,容错能力强,预报结果准确性高,预报速度快等优点,因此,将人工神经网络方法引入到基准地价评估中来,目的在于借助人工智能技术探讨一种计算方法相对简单、实用性较强、精确度较高的基准地价评估方法。通过对永康市中心城区商业基准地价评估方法的个案研究,表明此方法经济、便捷,适应能力强。 为了使基准地价成果得到更广泛的应用,本文利用WebGIS技术,建立基准地价信息库、图形库,实现上述数据在Internet上的共享,搭建了一个公共交流的平台,实现基准地价管理部门与公众的双向交流,一方面公众可以通过该平台获取地价信息,另一方面管理部门获取公众对基准地价应用的反馈信息,为基准地价的调整提供参考依据。

【Abstract】 The evaluation of standard land price as one of the primary means for macroscopical control plays a important role in regulating real estate market, maintaining country’s regular income and town development. With the quick development of economy urbanization, land price rise constantly. Standard land price should be continuously updated to ensure its reality. The general methods of standard land price evaluation is relatively complicated and need investigation data. Since neural network has the merits of nonlinear mapping, great tolerance, high veracity of prediction results and quick prediction etc, it is introduced to evaluation of standard land price to explore a method to evaluate standard land price in a relatively simple, practical and accurate way. Through the case research of standard land price evaluation method in the center city business region, it shows that the method is economic, convenient and of the ability of strong adaptation.To make the research production used widely, standard land price database and graph database building has been accomplished by taking advantage of advanced network techniques combined with GIS techniques. In the same time, a public platform has been constructed to realize share of data on Internet and two-way communication between management department and the public. One hand, the public can get price information through the platform, On the other hand, management department acquire the public’s feedback information about the land price application as reference warranty for adjustation of standard land price.
