【摘要】 随着全球经济一体化的加快和我国对外贸易的快速发展,物流的作用日益显现,物流服务水平和物流成本己经成为影响我国经济可持续发展的重要因素。而目前我国物流业基本上还处于从传统物流向现代物流过渡的阶段,与我国快速发展的宏观经济不相适应。正是基于上述现实,本文以理论与实证相结合的方法,从国内外物流理论与实践发展角度,对物流理论、物流中心建设理论以及现代物流业发展趋势等进行了探讨,主要目的是通过分析区域经济的中心城市与区域物流发展的关系,对区域中心城市建设区域物流中心进行可行性研究。发达国家的经验表明,区域物流中心在区域经济发展中发挥着极其重要的作用。主要表现为:有利于区域的可持续发展;实现物流资源的优化配置;促进中心城市用地结构调整,完善城市功能布局;提高物流集约化程度、创造规模效益;有利于物流企业向专业化方向发展;有利于发展多式联运,扩展联合运输。而区域物流中心一般建在区域中心城市。因为中心城市具有综合物流中心所需具备的便利的交通运输条件,具有对周围区域较强的商品集散和辐射功能。作为区域经济增长极,在全球化背景下中心城市生产要素的扩散与聚集效应呈现出新的特点,表现在要素和价值流动的速度和频率更快,规模更加显著。因此对中心城市物流系统的适应性及物流系统规划提出新的要求。物流系统的规划建设对中心城市更好地应对全球化分工与竞争、充分发挥区域比较优势,促进区域和区际经济协调发展具有十分重要的意义。因此,将中心城市物流系统发展规划提升到社会基础建设战略层面,将成为实现中心城市可持续发展的重要保障。上海、天津、深圳、宁波等城市都提出要加速发展现代物流业,建设以城市为中心的区域性、国际性物流中心,并且已经取得了进展。长沙作为我国中部重要的省会城市,具有独特的区位优势、良好的基础设施和经济实力,已成为中部地区区域经济发展的领头羊。在新的经济形势下,通过建设区域物流中心,继续发挥长沙的集聚效应和扩散效应,推动区域经济发展,是长沙面临的一个新的发展机遇。在长沙市建设区域物流中心的过程中,中国经济的持续、快速、健康发展,中国物流业的快速发展,湖南省经济的强劲增长,以及长株潭三市的一体化都为长沙市建更多还原

【Abstract】 With the speeding-up of global economic integration and fast development of China’s foreign trade, the function of logistics appears day by day, the service level and service cost of logistics has become one of the important factors which influence the sustainable economic development of China. And the logistics industry of China is at the stage of transition from traditional logistics to modern logistics, its development does not match with China’s fast developing macroeconomy. Based on the former reality, this thesis, which uses the theoretical means integrated with exemplify means, probes into the theory of logistics, the construction theory of logistics centre and the development trend of modern logistics industry from the angle of theory and practice of the domestic and abroad logistics. Its main purpose is to do possibility research of building up regional logistics centre (RLC) in regional central cities, through studying the relationship between regional central city and the development of regional logistics. Experience of developed countries shows that RLCs run a vital role to the regional economic development, such as, do benefit to the regional sustainable development, optimize the allocation of regional logistics resources, stimulate the adjustment of land use structure, and perfect the central city’s functional distribution, create returns to scale, do benefit to the specialization development of logistics firms and the development of multi-transportation. While RLCs usually are built up in regional central cities, because regional central cities have convenient transportation, which is necessary to a RLC, and regional central cities have good convergence effect and diffusion effect of goods to the surrounding regions. Under the globalization background, central cities, which serve as the growth pole of the regional economy, show new features of the factors of production’s convergence and diffusion, such as higher velocity and frequency of the flow of factors and values, remarkable scales, etc. It puts forward new request of the adaptability of logistics and the planning of logistic system in the central city. So the planning and constructing of logistics system in the central city has a very important meaning to cope with the labor division and competition under globalization circumstance, and gives full play to the regional comparable advantages, stimulates the regional and interregional economic coordination. So, it is very necessary to promote the development plan of logistics system in the central cities to the strategic aspect of social basic construction. Some cities, such as Shanghai, Tianjin, Shenzhen and Ningbo, have proposed speeding up the development of the logistics industry, constructing the RLC and international logistics centre, and have already made progress. As an important provincial capital city in central China, Changsha possesses manifest location advantage, good infrastructure and certain economic strength, it is the leading core of the regional economy. Under the new economic situation, through constructing the RLC, continue giving play to the convergence effect and the diffusion effect to promote the development of regional economy, Changsha is facing a very good opportunity of development. In the process of constructing the RLC in Changsha city, the continuous, high speed and healthy development of China’s economy, the high speed development of China’s logistics industry, the strong economic growth of Hunan Province, and the integration of Changsha, Zhuzhou and Xiangtan, altogether provide a good exterior environment for the construction of RLC. While the high speed economic development of Changsha city, good location advantage, good urban infrastructure, highly developing logistics industry, and the local government’s policy support to the construction of RLC, all change the possibility of constructing RLC into reality. Thus, through the analysis of the interior and exterior environment, the thesis reaches a conclusion that from the location advantage, economic power, logistics infrastructure to macroeconomic policy, microeconomic decision all support Changsha city to construct the RLC. And then, through analyzing the developing goals and principles of the construction of RLC, the thesis thinks that the RLC is to be designed as a regional comprehensive logistics centre, which will emphasize on regional logistics. Its developing principles include the service principle of supporting Changsha city to realize its economic goals, the systematic principle of giving play to its advantage and integrating its existing resources, the systematized, specialized, scaled, networked construction principle, the omni-directional, multi-channel principle of developing in harmony, and implementation principle with steps, advancing especially, etc. After ascertaining the development goals and principles of the construction of RLC in Changsha city, the thesis have a tactics study on how to construct a RLC. First, the local government gives play to its macro-guiding function, reinforces the industrial regulation of logistics, sets up management system, supports the appropriate excessive development of large-scale logistics enterprises, strengthens the construction of information system of logistics industry, the customs of Changsha puts out new actions, promotes the logistics great development of foreign trade, etc. Second, develop at the same pace or exceed the pace of the integration of Changsha, Zhuzhou and Xiangtan, provide the construction of RLC with a good hardware and software environment on the aspects of communication network, information network and financial network. Third, speed up the construction of other kinds of logistics infrastructure. Fourth, set up the logistics information platform under new economy ----construction of e-commerce platform. Fifth, cultivate modern logistics personnel. Sixth, develop green logistics in a more cost-effective manner.更多还原
