【摘要】 随着工业化和城镇化进程的加速,陆地经济发展面临着空间狭小,能源紧缺,人口膨胀三大危机,开发海洋资源、发展海洋经济已成为经济社会可持续发展的必然趋势。1995 年,河北省“九五”规划和2010 年远景目标纲要明确提出“立体开发海洋,建设海上秦唐沧”的战略目标。2003 年唐山市委七届四次全会报告指出:“唐山的优势在海洋,潜力在海洋,希望在海洋。开发海洋资源、发展海洋产业,是唐山实现率先突破、率先发展,走在全省最前列的战略举措。”自20 世纪90 年代以来,唐山海洋经济得到了突飞猛进的发展,但与其所拥有的资源条件以及未来社会经济发展的需求相比,唐山市在海洋资源的利用方面还存在着较多问题,海洋产业结构的总体优势还没有充分发挥出来。2003 年唐山市GDP 达1295 亿元,而全市海洋经济总产值仅58 亿元,海洋产业增加值占全市GDP 的2.6%,如何充分发挥海洋区位和资源优势,加快海洋资源的开发利用,促进唐山社会经济的持续、协调发展,成为当务之急。国内外海洋经济发展的实践表明,单纯的海洋资源开发对国民经济的贡献是有限的,只有坚持海陆一体化开发,才能大大提高海洋经济的地位,为沿海地区经济发展做出重大的贡献。因此,笔者首先对唐山市海洋经济及海洋产业发展状况进行了实证研究,深入探讨了唐山市海洋产业发展中的比较优势和存在的问题;其次,对海洋产业结构与经济增长进行了一般理论分析,构建了海洋产业结构研究模型,突出了主导产业的选择在产业结构调整升级中的重要地位,并提出了海洋产业结构调整的战略构想——“结构跨越式”发展战略;第三,通过实证研究和理论分析得出,唐山市海洋产业结构需要进行战略性调整且具可行性;最后,以主导产业的选择作为海洋产业结构战略性调整的突破点,并对海岸经济带产业布局进行了规划,提出了对策建议,希冀唐山市通过海洋产业结构的战略性调整,最终实现陆域与海洋经济的综合经济优势。更多还原

【Abstract】 With the acceleration of industrialization and civilization, the land economy is confronted with some crises: incapacious space, scanty energy sources. It’s the inevitable trend to exploit the marine resources and develop marine economy for the sustainable development of economy and society. The ninth-five layout and perspective goal of Hebei province in 1995 which bring forward strategic aim that “tridimensional exploit the ocean, construct the Qintangcang at sea ”.The report of the fourth plenary meeting point that“the advantage, potential and expectation of Tangshan is ocean. The exploitation of marine resources and development of marine industries which are the strategic act ”. The marine economy of Tangshan develop with advance rapidly from 1990’s, but it’s being many severe problems in the utilization of marine resources compare with the resources conditions and the requirement of economy and society’s future development of Tangshan. The total predominance of marine industrial structure of Tangshan isn’t appear. The GDP of Tangshan is 129.5 billion yuan in 2003,but the GDP of marine is only 5.8 billion yuan, the added value of national marine industries which occupies 2.6% of the GDP of Tangshan city, therefore, it’s the urgent affairs how to use the predominance of marine location and resources, exploit fast marine resources. The developed practices of marine economy inside and outside indicate that it’s limited that exploit single marine resources for contribution of the national economy, only persist in exploiting the seas and lands integratively can enhance the status of marine economy, which is great contribution to the development of littoral economy. Therefore, at first, the dissertation carry through demonstration study on the developing conditions of marine economy and marine industries, discuss the relative predominance and the problems of marine industries. Secondly, it analyses the essential theories of marine industrial structure and economic growth, designs the study model of marine industrial structure that emphasizes the function of leading industry in the upgrading of industrial structure, and then puts forward strategic thought ——the strategy of skip development. Thirdly, it gets the conclusion from the practice study and theories analysis that the marine industrial structure has great necessity and feasibility in strategic readjustment. Finally, This paper regulates the industrial arrangement of ashore economy, and brings out some countermeasures with the hope of enhancing the comprehensive advantages of land economy and marine economy.更多还原
