论我国利用外资与可持续发展的关系

【摘要】 改革开放以来,我国引进外资取得了显著成绩,当前,利用外资已经成为推动我国经济发展的重要力量,同时,国际范围内对于可持续发展的呼声也越来越高,我国实施可持续发展战略也是刻不容缓。 引进外资对我国经济的发展产生了巨大的促进作用,但同时,利用外资过程中也出现了一些不良现象,如:外商利用对华投资实现威胁外迁,外企的资源掠夺性和资源破坏性,外资企业对人力资源的影响等,对我国资源和环境造成不利影响,这些问题在一定程度上影响到可持续发展。对于我国来说,如何正确处理引进外资与我国可持续发展的关系就具有了十分重要的战略意义,这正是我选择该论题《论我国利用外资与可持续发展的关系…………一种资源和环境视角》的原因。 本文不仅分析了我国改革开放以来引进外资的基本状况、基本特征及其在我国经济发展中的重要作用;而且详细阐述了可持续发展的涵义、特征、内涵及其产生和发展的历史轨迹;更为重要的是,本文从相互促进和相互冲突两个方面,重点剖析了我国利用外资与可持续发展之间的辩证关系,特别是对我国引进外资过程中已经和可能对我国资源和环境造成的不良影响进行了分析,而且根据作者已经掌握的国内外资料和经验教训,对于如何合理利用外资促进我国可持续发展的战略和对策进行了系统研究,提出了许多积极的对策和措施:如整顿招商引资用地,提高耕地回收利用率;注重引进环保科技,提高国内环保标准,杜绝外国污染入侵;实行资源的资产化管理;提高工人素质,增强维权意识;大力实施循环经济战略和推广绿色GDP指标体系;实施科学的资源环境税费政策;树立正确政绩观念等。更多还原

【Abstract】 Since the beginning of China’s reform and opening to the outside, it has made remarkable achievement in attracting foreign capitals. At present, the foreign investment has become an important strength promoted the economic development of China. At the same time, the voice about sustainable development is becoming louder and louder in the world. Implementing sustainable development strategy in China is very urgent too.Using and attracting foreign investment have played an important role in the economic development of China, but at the same time, some drawbacks have appeared in the course of utilizing foreign capitals. For instance: The foreign businessmen made use of the opportunities investing in China to predatorily use our natural resources and to seriously endanger and pollute our natural environment. They may also abuse our human resources. These problems had bad influences on our sustainable development to some extent. To our country, how to appropriately deal with the relationships between using foreign investments and sustainable development has a very important strategic meaning. This is exactly the reason I select this topic to discuss: 《Comments on the relationships between the foreign investments and sustainable development-A perspective from the environment and resources》 .This thesis has not only analyzed the basic state, essential feature, and important functions of using foreign investments to accelerate our economic development since the beginning of China’s economic reform and opening to the outside, but also has explained the real meaning, characteristics, and developing history of sustainable development in details. The most important things are that, this thesis has also analyzed the mutual promotion and conflicting between the foreign capitals and sustainable development, especially focused on the harmful influences made by foreign investments on China’s natural environment and resources. According to the domestic and foreign experiences and lessons in using foreign investment that the author has already grasped, this article also has done a systematic research on China’s sustainable development strategy and how to appropriately use foreign investments to attain sustainable development. The author also has put forward a lot of positive countermeasures to the malpractices in using foreign investments such as how to stop foreign pollution invading, how to prevent or reduce environment pollution, how to protect our natural resources, how to improve our domestic environment protection standards, how to manage our resources and environment as national assets, how to establish correct achievement ideas, how to implement recycle economy strategy and popularize green GDP index system, how to protect the workers’ rights to promote social progress, and so on.更多还原
