河南省基础设施民营化研究

【摘要】 基础设施主要是指关系到国民经济整体利益和长远利益的物质资本。主要包括电力、燃气、水利、交通、仓储、通讯等。长期以来,在我国传统体制下,基础设施被认为应由国家专营,政府几乎垄断了基础设施的规划、筹资、建设、运营和维护,但由于科技的进步、社会的发展,基础设施由政府专营的种种弊端逐渐显见,影响了我国以市场化为导向的经济体制改革的深入发展。20世纪90年代以来,有关基础设施民营化的呼声开始出现,国家相继放松了某些基础设施行业的进入管制,很多地方也开始出现了一些民营化的尝试,取得了一定的效果。 河南是一个典型的发展中省份,基础设施整体水平不及周边其他省份,并且基础设施领域市场化改革起步较晚,因此在民营化进程中还存在着诸如保守思想、垄断惯性、政府失信等问题,阻碍着基础设施的进一步发展,不利于河南省全面建设小康社会的目标实现。 因此本文总结出河南省民营化进程中出现的四个主要问题,分别提出了对策建议,以期为加快河南省基础设施民营化进程提供借鉴。主要包括重塑科学的监管机制,包括四个监管部分的再造,其中重点做好对监管者的监管;建立合理的定价机制,引进价格听证制度,重视群众的意见;政府要积极提供政策支持和法律保障,落实投融资体制改革,做好相关的立法工作;对于民营企业自身来说,也要加快自身实力增长,理性投资基础设施领域。 虽然目前理论界中关于基础设施民营化问题的研究出现很多争议,实践中也有部分民营化项目进行的不太成功,产生了一些复杂的社会影响,因此有些学者对于民营化这一理论前提提出了质疑,但本人认为,任何理论都具有时代背景,当前所出现的问题正是由于现实中所存在的障碍造成的,因此必须从问题着手,要注重实践中的操作,将这些障碍一一剔除,为基础设施民营化的继续发展扫清道路。更多还原

【Abstract】 The infrastructure refers to concerning the whole interests of national economy and material capital in the long-term interest. It mainly Includes electricity , gas , water conservancy , traffic , storage , communication ,etc. For a long time, in our country’s traditional system, the infrastructure should be monopolied by country, and the government nearly monopolizes the planning, fund-raising, construction, operation and maintenance of the infrastructure. Because of the development of science and technology, inefficiency of the monopolied infrastructure has gradually appeared, and has influenced our country’s market reform thoroughly. Since 1990s, the voice about infrastructure privatization began to appear, and our country has relaxed some infrastructure controlling in succession. A lot of places begin to try of it, and have made certain result.Henan is a typical developing province. The infrastructure level is inferior to other provinces, and in the infrastructure field, market reform starts relatively late. Some matters exist among the process in the privatization, such as conservative idea, monopolize inertia , government lose it’s promise, which are hindering the further development of the infrastructure, and are unfavorable to the goal of building the well-off society in Henan Province.So this text summarizes four important matters in the privatization process of Henan Province, and proposes some suggestions separately which are hoped to referring on accelerating the infrastructure privatization process. The suggestions include regulation mechanism, including four part supervision, especially the supervision on the persons who supervise; Set up rational pricing mechanism, especially the hearing system of prices , and pay attention to the masses’ suggestion ; The government should offer policy support and law to ensure actively, especially implement the system reform of investment and financing, and do a good job of relevant legislation; Private enterprises should accelerate their own strength growth, and reasonably invest in the infrastructure field.Though there is some dispute in the theoretical research on the infrastructure privatization, partial infrastructures private projects going on are not quite succeed. It has produced some complex social influences. Some scholar therefore have queried about the privatization theory. But I think that any theory have personally background. Now the problem is caused by reality obstacle, so it must begin from problem itself, and emphasize practice operating. These obstacles are rejected one by one. And the road of infrastructure privatization will be cleared away.更多还原
