工程监理招投标的理论分析与评标模型研究

【摘要】 招投标活动是一项复杂的系统工程,各种形式的招投标活动各有其独有的特点和侧重,因此,现行监理招投标过程中简单套用施工招投标的程序、方式和方法是不合适的。本文以已开发项目的实际情况为背景,根据监理工作的特点,借鉴国际通行的做法,对工程监理招投标的程序、方式和方法进行分析与研究,构造出适合监理工作特点的招投标程序和方法。 1、本文首先分析了当前监理工作中存在的问题和弊端,然后从工程监理招投标的基本概念、基本要求和特点入手,阐述了工程监理招投标一般程序和“工程监理二轮邀请竟标法”,同时又介绍了FIDIC《根据质量选择咨询服务》和世行有关咨询工程师选择的指南,并实现了工程项目监理招投标文件的编制。 2、本文分析了监理服务是监理单位的高智能投入,服务工作完成的好坏不仅依赖于执行监理业务是否遵循了规范化的管理程序和方法,更多的取决于参与监理工作人员的业务专长、经验、判断能力、创新想象力,以及风险意识情况下,研究了监理工作中项目部的构成和监理费用的构成。 3、本文提出在工程监理评标过程中易采用灰色物元分析法评判模型进行监理单位的选择。运用灰色物元分析法可结合监理投标单位的实际情况,给诸因素赋予相应的灰量值,建立出投标单位的优劣评价模型,对各个投标单位进行合理的综合评价,使评价结果直观明了。总之,本文通过对监理招投标活动的理论分析与研究,并结合在实际工程中对所建模型的应用与结果分析,形成了一套完善的工程项目监理招标评价体系。更多还原

【Abstract】 The bidding is a complex systematic project. Each biding has its own character. So it is not suitable to apple the method, way of current project management into biding process simply.This paper is based on the actual requirement of development project, refers to international general practice according to the characteristic of project management work, analyses and studies for method、 way and the program of project management bid, has founded method and the bid program of a set of suitable project management working characteristic.Firstly, the paper analyzed the problems and insufficiencies existing now in project management work, then on character, basic requirements and the basic concepts of project management bid, discussed the program of project management bid and "the method of project management based on the chaise invites to bid", at last introduced FIDIC 《Quality -basis Selection for the procurement of Consulting Services》 and World Bank relevant consulting engineer select guide, and have realized the compiling of project management bid file.Secondly, on the basis of project management bid file, the paper studied the make up of project department and project management cost after considers some conditions, such as project management service is the high intelligence throw in, service work complete not only depend on carry out whether project management reason business followed or not the management procedure that norm turn with the method, be decided by morely the project management participate the business specialty, experience manage the worker, judge the ability and set up to think the elephant dint, and the risk consciousness circumstance and so on.Finally, to solve the problems existing now in project management bid, model is presented to choose project management company in project management bid, andThe grey matter element analysis method can join the actual circumstance that project management bid unit, giving the factor of the homologous ash measures value, establish the good evaluation model that bid the unit, bid each one the unit proceed to synthesize the evaluation reasonablely, make the evaluation result keep the view to understand, and can get an evaluation for first the amount of turn result.In fine, this text passes to manage to the project management theories analysis that recruiting and biding activity and research, combine to join together to analyze with result to an application for setting up model in actual engineering, become a set of perfect project management the reason invite bids to evaluate the system.更多还原
