社会转型期政府管理创新对策研究

【摘要】 创新是一个民族进步的灵魂,是一个国家兴旺发达的不竭动力。而在社会各个层面的创新中,政府管理创新显得尤其重要和更为紧迫。一方面,政府是国家权力的执行机关,它必须建立在合法性的基础上,即建立在社会成员对统治的心理认可和赞同的基础上。随着我国进入全面建设小康社会、加快推进社会主义现代化建设的发展阶段,人民群众的物质文化生活水平迈上一个新台阶,思想文化素质普遍提高,人民群众对政府管理和公共服务提出了新的更高的要求。另一方面,政府面临的种种压力和挑战也要求政府进行管理创新。建立完善的社会主义市场经济体制、实现社会主义“三个文明”的协调发展、适应全球化和信息化、提高党的执政能力和政府管理水平、融入世界性的政府改革运动都对我国政府原有的管理提出了挑战,所以政府管理创新势在必行。 本文从社会转型期的界定、政府管理创新的内涵入手进行研究,在第一部分阐述了政府管理创新的内涵和重要性。在第二部分论述了政府管理创新的动力与阻力因素,动力因素有:根本动力是社会生产力的发展;内部动力包括机构改革和民主政治建设,经济全球化是政府管理创新的外部推动力。阻力因素包括:传统观念带来的阻力;利益矛盾对政府管理创新的制约;制度短缺及其负面效应造成的阻力;技术因素带来的阻力。在第三部分研究了推进政府管理创新的对策,其主要内容有:政府管理创新的限度包括:必须坚持社会主义方向,必须保持社会稳定;政府管理创新的核心是政府职能的转变;转变行政人员的管理理念;把制度创新作为政府管理创新的主要途径;推行电子政务建设,提高政府管理的技术;建立符合时代要求的利益机制;把提高政府效能作为政府管理创新的重要内容。更多还原

【Abstract】 Innovation is the soul of the development of a nation, and the inexhaustible power for a country’s development. Among the innovation of different aspects in the society, the innovation of government management appears especially important and urgent. On the one hand, government is the executive organ of the state power and it must be established on the basis of legitimacy, which means the basis of the government should be the psychological approval of the social members. As our country enters into a new stage of building the well-off society in an all-round way and accelerating the construction of socialist modernization, the people’s material and ethnical living standard goes up to a new stage, and people’s ideological and cultural quality has been generally improved. The government management and the public service are therefore asked to rise to a higher level. The citizen will be strongly discontented with the government and its legitimacy will be severely challenged if it remains the same and does not carry on innovation. On the other, the pressure that the government bears and the challenges that it faces also require the management innovation. The following actors give the challenge to the existing management of our government: the establishment of the perfect socialist market economy system; the realization of the coordinated development of socialist political, materialist and spiritual civilization; the actual demand of globalization and the information age to the government; the improvement of the ability of the party’s administration and the government management; the performance of the world-wide government reform. Therefore, government management innovation must be enforced.Starting with the defining of the transformation period of the society and the connotation of government management innovation, the writer explains the connotation and importance of government management innovation in the first part of the thesis. The motive forces as well as the obstruction factor of government management innovation are presented in the second part of the thesis. The motive forces are as follows:the basic motive force is the development of the social productivity; the inner motive force is the administrative structure reform and the advanced social political democracy; economic globalization are the external motive force of government management innovation. The obstruction factor includes: obstruction that the traditional idea brings; obstruction brought in by theadjustment of the interests structure; obstruction that the system factor brings; obstruction that the technological factor brings. The strategies adopted in putting forth the government management innovation will be revealed in the third part. Its content includes the following points :The limits of government management innovation;The core of government management innovation is the transition of government’s function. The explanations of the core of the transition of government’s function is to construct the outstanding "service-oriented" government are given after the analysis of the orientation of the government function. Finally, the present writer expounds in details from four respects how to accelerate the transforming of the government functions and enhance government management innovation;Changing the administrative personnel’s management concepts;Taking system innovation as the main way of government management innovation;Carrying on E-government construction and improving the techniques of government management;Setting up the interests mechanism that accords with the needs of the times;Taking the improvement of government’s efficiency as the important content of government management innovation.更多还原
