【摘要】 21世纪,中国野生动物资源保护与利用的主题是可持续发展。要实现这一战略目标,不仅需要完善的法律框架,更需要有效的管理手段的支持。在市场经济条件下,人们对野生动物资源利用方式的选择取决于这种资源的获取与收益能为人们提供怎样的激励和约束机制。现实情况表明,合理经济手段的实施有利于有效地配置野生动物保护所需要的资金,实现野生动物资源保护和经济发展的“双赢”,从而推动适应市场经济条件下的新型保护管理模式的建立。 本研究从应用市场手段保护野生动物资源的必要性和重要性入手,揭示了野生动物保护障碍的根源在于人们缺乏对野生动物资源配置的经济理性思考。通过对野生动物保护障碍产生的经济动因进行分析,提出野生动物资源的经济外部性是导致其保护动力不足和资源衰竭的经济原因,提出了针对解决野生动物资源问题的有效途径在于对该资源的经济外部性给予补偿,而有效地实施“野生动物资源产权交易”是实现这种补偿的有效途径。依据这种途径,提出建立“野生动物资源产权交易市场体系”这一解决野生动物资源保护管理问题的新经济手段。并就“市场体系”的建立和保障措施提出了系统的建设意见,论述了这一措施的实施不仅使野生动物的外部效益得到合理的补偿,提高资源利用效率,更能促进野生动物生产力的发展,满足社会需求。更多还原

【Abstract】 China, in 21st century, faces with sustainable development in utilization and conservation of wildlife resources. To realize this strategic objective, not only the perfect structure of legislation, but also the support of available management measures is needed. In the circumstance of the market economy, the means of utilizing wildlife would depend on the encouragement and restriction mechanism provided to people by obtaining benefits from wildlife resources. In fact, it is of great advantage to collocate effective funds for wildlife conservation and realize it would be win-win in both conservation and economy development by implementing reasonable economic methods. Therefore, it could impel establishing a new pattern of management for conservation to accommodate market economy.Focusing on the necessity and significance of the protection on the wildlife resources using market ’s approach, this study reveals that the root of problems existed in wildlife conservation is shortage of economic rationally consideration for wildlife resources allocation. According to the analysis of economic motivation from the wildlife conservation, we think that the externalities of wildlife resource is the commercial reason leading to the lack of conservation motivation and the decline of resource; the effective approach for solving the problems of wildlife resources is giving external compensation to the resource. To effectively implement "the property rights trade of wildlife resources" is an effective way to realize it. By this method, I initiatively put forward the establishment of "the market system of wildlife resources property rights trade", which is a new economic means to solve the management of wildlife resources protection. Moreover, the detailed instructive methods of how to set up the market system and its ensuring measures are proposed in this paper. It also dissertates that the implement of this measures are not only compensate for the benefit of wildlife externalities reasonably but also improve the resources utility efficiency and promote the development of wildlife productivity to meet the needs of society.更多还原
