【摘要】 逝去的历史留下的不仅是回忆,还有凝结着智慧与美的家园。在快餐文化大行其道的今天,凝聚着人类文明气息的种种历史场景,更令人心驰神往。我国已公布了三批总计102个历史文化名城,哈尔滨市以其独特的历史背景、城市风貌和建筑风格名列其中,其中尤为引人注目的是其拥有的十几条风格迥异、内涵丰富的历史街区,是一笔宝贵的人文财富。 我国其他历史文化名城已颁布的有关保护法规及管理规定,主要针对三个层次:历史文化名城、历史街区、文物保护单体,三个层次各有侧重,构成比较完整的保护法规体系,对于编写哈尔滨市历史街区保护法规有重要的借鉴作用。通过比较国际、国外和国内相关的法规、规范,可以发现 ,哈尔滨市针对历史街区保护的专门法规、规范几乎还是空白,即使现有的少量法规条例,也已不适应现阶段历史街区保护工作。 影响历史街区保护法规的众多因素中有这样几个较为的——领导部门的职责及作用,公众参与的重要性及实施方式,保护规划的编制要求,历史街区中有形、无形价值的挖掘。在认识到这些因素的重要性后,我们应该把行政主管部门的职责、公众参与的组织与程序、保护规划的内容与深度、街区中有形与无形价值的保护等内容,贯彻于哈尔滨市历史街区保护法规中。 发扬各历史文化名城已有的优点,融合公众参与、行政监督等思想,提出哈尔滨市历史街区保护法规的编制要求,对历史街区保护原则、保护目的、保护范围、保护资金、保护规划的编制等内容进行详细的分析。并以哈尔滨市花园街历史街区的保护为例,拟定出哈尔滨市花园街历史街区保护办法,作为该街区保护工作的专门性法规,可以使保护工作责任更明确,程序更合理,监督更严密,惩戒更严厉到位。 让我们共同努力,留住历史的精彩。更多还原

【Abstract】 The ones that stayed in history passing not only remember, but also homes that condense intelligence and beauty. Today, fast food culture propagates its belief on a large scale; there are all sorts of historical scenes of the human civilization, more appealing. Our country already announce three batch and 102 historical cultural city altogether,Harbin city list with unique historical background, cityscape, architectural style, especially a dozen of different style and meaningful historical block, it is a sum of valuable human culture fortune.Relevant protection regulations and regulations of management already issued in other historical cultural cities of our country, direct against three levels mainly: The historical cultural city, historical block, historic reservation unit, three levels are each with particular emphasis forming intact protection regulation system, there is important reference function for writing Harbin city historical block protect regulation. Comparing with the international norm, with the abroad and domestic statute, it can find the norm with that Harbin and even our country protect the historical block is nearly still the blank, even existing a small amount of rules and regulations, have not adapted to the protection work of historical block of the present stage yet either.There are such several important factors in a numerous of ones of the regulation to influence the historical block to protect -duty and function of the leading department, the importance of citizen’s participation and mode of execution, the compilation requirement of protect planning, the excavation of tangible and intangible value in the historical block. After realizing the importance of these factors, it’s time to carry out the duty of administrative responsible institution, the organization and procedure of citizen’s participation, the content and depth of protecting plan, the protection of the tangible and intangible value in block in the historical block of Harbin.Develop the existing advantage in every historical cultural city, merging such thoughts as the public participation, administrative supervision, etc, put forward the compilation requirement of protecting regulation of Harbin historical block, for protection principle, protection purpose, protection domain, protection fund, compilation of protecting regulation carry on detailed analysis.Take the garden street historical block of Harbin as an example; make protecting method in Garden Street the historical block of Harbin. As the specialization regulation of this block protection work, can make responsibility of protection work more clear, the procedures more reasonable, the supervision more tight, it is put in place sternly even more to discipline as a warning.Let us make joint efforts to keep the excellence of history here.更多还原
