【摘要】 随着市场经济体制的不断完善和投资环境的逐步改善,江苏吸引了大量的外商直接投资。外商直接投资促进了江苏的经济增长,加速了资本形成,扩大了社会就业,也为江苏对外贸易的增长和贸易结构的优化做出了重大贡献。 当今世界,技术水平是一国竞争力的重要方面,也是社会发展的动力和源泉,技术进步是促进经济发展的不竭动力。本文从政府和企业两个角度探讨了利用外商直接投资加速江苏技术进步的对策建议。 本文首先对外商直接投资与东道国技术进步的关系做一理论综述,并分别从外商投资主体进行技术转移的意愿、东道国宏观环境、东道国技术吸收能力角度,总结了前人对外商直接投资与东道国技术进步关系影响因素的研究成果。接着对外商直接投资与江苏技术进步的关系做出实证分析。实证结果表明,外商直接投资的先进技术能够通过直接效应促进江苏省的技术进步,但由于受到江苏省经济技术水平等一些客观因素的制约,外商直接投资间接的技术外溢效应没有得到应有的发挥,甚至有可能对江苏技术进步产生了一定程度的抑制作用。 日本、韩国是典型的通过技术引进而成功地实现本国技术进步的国家。两国政府在引进外来技术的同时,都致力于加强本国自身技术能力的提高。政府大力发展教育,对人力资源的培育和研究与开发投更多还原

【Abstract】 With market-oriented economic mechanism constant perfection, investment environment in Jiangsu province has been greatly improved. Vast foreign direct investment(FDI) has poured into Jiangsu province. FDI promotes economic growth, accelerates capital formation, expands social employment and makes a great contribution to the amplification of foreign trade scale and the optimization of foreign trade structure of Jiangsu province.Nowadays technology level is an important factor of country competition, it is the dynamo of economy development. This paper will explore the recommends of how to utilize the FDI to accelerate technology progress in Jiangsu province from government and enterprise angle respectively.In content, this paper firstly sum up many views related to FDI and host country’s technology progress. Then the paper goes on to summarize fore research results on the factors affecting FDI to accelerate host country’s technology progress, respectively from the perspective of FDI main body’s will and ability to transfer technology, host country’s macroscopic environment and technology absorptive ability. Then the paper makes empirical analysis on FDI and technology progress in Jiangsu province.Empirical analysis result indicates that FDI stimulates technology progress in Jiangsu province with its advanced technology. Because of some objective restriction , FDI technology spillover effect can not be brought into full use, contrarily FDI has brought negative effect on technology progress in Jiangsu province.Japan and Korea are typically successful countries which realize their technology progress through technology introduction. On one hand the two governments make positive policies to promote FDI to transfer advanced technology, on the other hand two governments pay more attention to reinforce their own technology ability promotion. They put mass of manpower 、 financial resources and material resources on education and R&D to develop human resources. They guided FDI by estate policy and take strict management. Based on the above analysis, this paper put forward some pieces of advice respectively from the angle of government and enterprise. Government should pay more importance to education and R&D, strengthen estate policy orientation and powerful protection on property rights, amplify medium service and so on. Enterprise should pay more attention to digest and absorb the introduced technology, increase input to R&D, cultivate enterprise culture to pursue technology progress.更多还原
