【摘要】 本文回顾了中国改革开放以来,企业关系中三角债问题的发展和演进历程,从经济转型期到当前社会主义市场经济体制初步建立之后,三角债一直困扰着中国的企业,成为中国社会的经济痼疾,严重影响了国民经济的稳定高效运行。文中运用了聚合定量评价法,根据以往和当前的文献资料和研究报告,在去伪存真的基础上,协调资料中的自相矛盾之处,最后在自变量和因变量之间找出某种确定的关系。这一综合分析法广泛应用于组织行为学领域,作者首次把它引入到企业关系中的债务分析这个领域,可以说是一次有益的尝试。 关于三角债产生的原因,本文分析了转型期和市场经济体系初步建立之后的两个阶段各自的原因。就经济转型期而言,文中借鉴了西方学者富顿伯格和铁罗(D. Fudunberg & J. Tirole, 1985, 1986)的投资效用的分析公式,对三角债的产生与国家信贷的周期性紧缩之间的关系进行了深入剖析,得出正是债务的膨胀才导致国家信贷的周期性紧缩,而非人们平常所认识到的由于信贷紧缩产生三角债。关于三角债为何会在全社会蔓延,本文从定性和定量两个方面进行了阐述。定性描述主要从体制的原因入手,有关蔓延的内部机理的定量分析则引入了贝叶斯博弈,这种适用于决策信息不完全的均衡分析方法。在对三类不同企业(垄断性企业、利润最大化企业以及工资最大化企业)考察的基础上,得出由于国企和地方领导的投资饥渴症,是导致三角债蔓延的主要因素。在社会主义市场经济体系初步建立之后,企业间信更多还原

【Abstract】 This paper reviews the development and evolution process of triangle-debts problem between enterprises since China started its reform and open policy. From the period of economy transition to the initial establishment of socialistic market system, Chinese enterprises have been always perplexed by the triangle-debts problem. It has become the economic chronic and stubborn disease of social development. We apply the meta-synthesis evaluation method in this paper, which widely be used in analyzing organization behavior. As a bold and beneficial trial, it is the fist time we apply it in the domain of analyzing the financial relationship between enterprises. It bases on former and current research data and report, and the most important thing is to coordinate the aspects of self-contradictory under the case of eliminating the false and retaining the true. At last, we do find some certain relationship between the independent variable and induced variable.As for the reason of triangle-debts, we distinguish the reason for two periods. One is for economic transition; the other is for the initial establishment of socialistic market system. With regard to the economic transition, we draw a lesson from the western scholars’ analytical formula of the investment effect (D. Fudunberg & J. Tirole, 1985,1986). We believe it is the debts inflation between enterprises causes the periodic reduction of loan, not as most people usually think in the contrary direction. As for the triangle-debts overspreading, we explain it in quality and quantity. The description on quality, we think it due to the system itself. As to its internal mechanism, we use the Bayesian Game theory, a balance analytical method which suitable for the player to select one’s strategic choice under incompletion information. Based on the observation of three type of enterprises, that includes monopoly company, maximize profits company and maximize wage company, we draw the conclusion that the main factor of triangle-debts spreading is the thirsty of investment of state-owned enterprise and leaders come from local government. With regard to the initial establishment of socialistic market system, credit loss between enterprises is thekey to this stage.As for the traditional measure that solves the triangle-debts, we introduce and value the four types of them. The first one is eliminating debts between enterprises themselves, and the second one is forming a "liquidation center" powered by state government, the third one is converting debts into shares, the fourth one is right of subrogation. We pay more attention on the management mode of credit sale, which joined with practical experience of the author’s. It can control the debts risk effectively by improving the internal credit management. In the chapter four, we give a detail operational process on it.Because the credit system between enterprise is the foundation of solving the triangle-debts, this paper form a credit frame of enterprise credit system from the government credit and making government affairs public, industry credit and self-discipline, individual credit and civil credit service, moral constraint and law compulsion. Followed this, we give the modal a test by making an investigation of current credit relationship between enterprises. Fortunately, the result of investigation is complied with the theory model.At last, we put forward the concept model of solving the triangle-debts from the knowledge of system thinking, and then we explore the next step of the research after giving a sum-up of this paper.更多还原
