我国中小企业信用制度建设研究

【摘要】 市场经济就是信用经济,是全社会都要讲信用的经济,是从政府到民间在一切管理、经营、交易活动中讲信用的经济,是必须用严密的法律、制度来规范各种信用关系的经济。现代市场经济最核心的制度之一就是社会信用制度。当前,关于建立健全社会信用制度问题已被国家列为整顿和规范市场经济秩序的主要内容。中小企业作为重要的经济主体,其信用制度的建设是我国社会信用体系构建的重要组成部分。 本文以我国中小企业为对象,从制度建设的角度分析了中小企业信用建设中存在的问题,并借鉴信用体系建设较完善的国家,如美国、日本等国的做法,对我国中小企业信用制度建设提出一些有益的建议。 本文分为六章,第一、二章阐述了中小企业及其信用建设的一般理论,阐述了中小企业在国民经济中的重要地位和作用,并分析了信用及信用制度对规范市场经济的作用及其现状,由此得出中小企业信用制度建设的必要性和意义,为进一步分析作铺垫;第三章分析了中小企业信用制度建设的经济、法律及人文环境,提出建设中小企业信用制度必须以经济发展为基础,以立法执法为保障,并强调了人文道德因素对信用制度建设的意义;分析了企业的内部环境,指出中小企业要重视自身信用制度建设;第四章从信用管理的角度阐述了中小企业信用制度建设的具体内容,即中小企业信用的资信调查、信用评估和信用监督制度建设,以及中小企业内部信用管理制度建设;第五章探讨了我国正在实践探索中的中小企业信用担保制度,分析了其现状及存在的问题,提出完善我国中小企业信用担保体系的一系列举措;第六章分析了政府和其他组织部门在中小企业信用制度建设中的作用。更多还原

【Abstract】 Exchange economy is a cont of credit economy, the whole society should be creditable. Both the government and all the people should be creditable in the practice of management, operation and trade. All the credit relations should be controlled by laws and systems. One of the central systems of modern exchange economy is social credit system. At present, the establishment of sound social credit system has been listed as the main contents that restructures with the norm market economy order by the nation. As an important economic component, the construction of credit system in the small & medium enterprises is the important part of the social credit system constitution in our country.This paper regards small & medium enterprises in our country as the research object, analyzes the problem of credit construction which exists in the small & medium enterprises from the angle of institution construction. And it uses for reference that constructed perfect credit system such as America and Japan, putting forward some beneficial suggestion to the construction of credit system in our country’s small & medium enterprises.This paper is divided into six general parts. The first and second chapters expatiate the general theories of credit construction in small & medium enterprises, making the cushion for the further analysis. It expounds the status and functions of the small & medium enterprises, and analyzes the function of credit system to standard the order of exchange economy. It concludes that the construction of credit system in the small & medium enterprises is crucial and essential. The third part analyzes the economy, law and humanities environment, put forward environment construction of credit institution in small & medium enterprises. Credit system construction must be based on the economic situation, guaranteed by legislation and ethics. And then it analyzes the internal environment of the small & medium enterprises. According to it, the writer points out the particularity of credit system construction in small & medium enterprises. From the angle of credit management, the fourth chapter expatiates the concrete contents of credit system construction in small & medium enterprises. It is investigating system, estimating system, supervising system and internal credit management in small & medium enterprises. Chapter five inquires the credit guarantee system that is practiced in our country’s small & medium enterprises, analyzes its present condition and existent problems. It put forward a series of solutions and measure. Chapter six analyzes the function of government and other organizations and sections in the development of credit system construction in small & medium enterprises.更多还原
