【摘要】 喀斯特保护地植被恢复的困难在于退化环境脆弱基础以及发展与保护的冲突,在植被恢复中开展社会经济支持系统研究具有重要意义。论文分析了“植被恢复的社会经济支持系统”概念,并提出了包括人地关系、环境经济运行机制、环境政策体制、技术、环境公共政策等植被恢复的社会经济支持系统研究的框架,为植被恢复的社会经济支持评价研究构建了理论基础:以人类强烈活动喀斯特保护地-石林风景区植被恢复的经济社会支持系统研究为例,建立了植被恢复的社会经济支持评价的具体方案,通过社会经济发展评价及对土地依赖度的分析研究来掌握石林保护地农村和农户的社会经济发展状况及其对土地的依赖度的状况;进一步对对现行管理制度框架下的石林地区的石林风景区管理局、地方政府、乡村和农户对土地竞争性利用的冲突关系和土地利用结构变化所导致的农户损益状况进行评估,获得了对植被恢复中农村与农户的社会经济支持能力和态度倾向的认识。所得到的结论是:石林风景区农村和农户整体上能对植被恢复提供社会经济支持,但局部地区需要做较大调整。论文最后提出了有利于协调和推动植被恢复的总体保护与发展框架、石林风景区整体协调发展的创新机制、土地持续利用调整、生态环境建设补偿、社会发展调控、民族传统生态文化的保护与传承、政府宏观调控作用等社会经济支持的对策措施。更多还原

【Abstract】 At present, difficulties of karst protected area’s vegetation restoration is the fragile environmental basements and conflictions between the development and conservation, it played an important role in the study of soc-economics supportmental system. This paper analysed the concept "soc-economics supportmental system of vegetation restoration", and proposed its studying frame including human and land’s relationship, the currenting mechanism of environmental economic, the environmental policy, the technology and the communal eco-restoration policy, that offered a theoretical basement for follow-up evolution and study. The paper took shilin as the case —the karst protected areas intensely influenced by human activity, founded a concrete plans to the evolution on soc-economics supportmental system in vegetation restoration, and through the evolution on soc-economic’s development and its dependence on the land, mastered the actual situation of protected area’s soc-economic development and its dependence on the land. the next to carried out the analysis and assessment on the conflictional relationship in the competitive land use among shilin local government, the shilin scenery spot’s management bureau, and the rural peasant under the current management frame, and then understanded the peasant’s lose and beneifit in land use’s adjustment, the key is to master the peasant’s bearing capability of the soc-economic’s supportment and their aptitude to vegetation restoration, in the end the paper summarized the implementing mechanism and counter-measurement of the supportment system of soc-economics in vegetation restoration including the general survey of conserve and exploitation, the innovating mechanism of the integral area’s development, sustainable land use’s adjustment, the local peasant’s economic compensate in ecological environment construction, the the social development’ coordination, the conservation to the traditional nationality’s culture, and the function of local government’s macrocoordination and so on.更多还原
