【摘要】 近年来,随着我国改革开放和现代化进程的不断加快,城市在国民经济中的地位和作用越来越重要。市场竞争已不仅体现在企业之间,更体现在城市之间、区域之间以及国家之间。提高城市的综合竞争力,对城市进行整体经营引起了人们越来越多的关注和重视。许多城市,如大连、青岛、上海等都提出了城市经营的理念和思路,并进行了有益的探索。实践证明,在城市的建设与管理中引入市场机制,用市场化的手段和方式,对城市资源进行合理配置和有效使用,是提高城市管理水平、促进城市健康发展的一条切实可行的路子。但是,不容忽视的是,由于对城市经营问题缺乏深入、全面、系统和科学的研究,在实践中也出现了一些误区和问题,严重影响了城市的健康发展,削弱了城市对经济发展的带动作用。如何在市场经济条件下更好地经营城市,借鉴西方发达国家的经验,正确发挥政府和市场的作用,己成为当前我国市场化和城市化进程中一个亟待解决的重大理论和实践课题。本文主要回顾与总结国内外城市经营的研究与实践,深层次地挖掘城市经营的理论基础和内涵,并围绕城市经营中的核心问题——市场与政府的关系,深入剖析城市政府在我国城市经营中的作用及职能转变问题。更多还原

【Abstract】 In recent years, along with reform and opening, the city plays more and more important role in the national economy. People also pay more and more attentions to the improvement in the synthetic competitive power of urban. Many cities, such as Dalian, Qingdao, Shanghai, provided new notions on urban management and put them into practice. Facts have proved that it is an effective method for promoting prosperity of urban. However, some problems, which appeared in fulfillment, have affected the health development of the city seriously. Therefore, it is necessary that from the theory, to discuss the urban management in China and draw lessons from the developed countries, which can properly develop the function of the market and government and facilitate the sustainable development of the city in China. The essay will focus on the core problem of urban management, which is the relation of the market and government, roundly illustrate the concerned meaning, structure and essence of the urban management. It will also systematically review and summarize the theory and practice of developing the urban management in the west. Through analyzing the status and existing problems in the urban management development in China, it will discuss the function and transformation of government function in the process of urban management in China.更多还原
