【摘要】 随着信息时代的来临和高新技术产业的飞速发展,现代项目管理也越来越多的被应用到各个经济领域,并逐步发展成为一个独立的学科体系。资产评估活动是我国发展社会主义市场经济、实现改革开放不可缺少的重要组成部分。我国的资产评估机构在经历了脱钩改制后,面临着执业竞争日趋激烈;内部管理体制不健全,遭遇发展瓶颈等问题,要求从机构内部的管理模式和运营机制等方面进行改革。本文在对国内外评估事务所的内部管理进行调查、对比以及对事务所管理的特点进行分析的基础上,从项目管理的一般原理、方法、工具入手,对应事务所的实际情况进行实证分析,然后根据问题提出改革的方案和建议。重点对我国资产评估事务所的现有组织结构、时间成本管理、质量管理、风险管理、人力资源管理和沟通管理几个方面进行了具体的分析,提出了一套适合评估事务所的项目管理体系框架。本文的创造性成果有: ⑴将项目管理的理论体系与评估事务所的管理相结合,提出了一套适合评估事务所的项目管理模式。⑵提出了评估事务所在发展中的四种管理模式:个人模式、过程管理模式、开放体系模式和目标管理模式。⑶运用项目管理方法和工具,结合评估项目管理的实践,总结出适用于评估项目的项目管理模板。论文本着系统原理,人本原理和效益原理的思想,探讨了项目管理的理论在评估机构内部管理中的实践和优化。本文的研究成果在理论上,将项目管理的理论体系与评估机构的管理相结合,对评估机构的管理体制进行了新的诠释,并有助于更深层次的研究和开发;在实践上,使项目管理更具有可操作性,在各种项目管理工具和方法的帮助下,评估事务所可以容易地理解并进行相应的改革,并且在应用的过程中,还可以为本单位培养项目管理的专业人才。更多还原

【Abstract】 With an advent of the information times and a rapid development of the new technique, the modern Project Management has been applied widely to various economic spheres. It has developed into an independent subject system. Valuation activity is an imperative integral part of our socialist market economy. Our appraisal firms which experienced reorganization are facing many problems such as drastic competition, distempered inner management mechanism, choke point of development and so on. It’s required to reform in management pattern and enterprise operation system. On the basis of survey about domestic and foreign appraisal firms and analysis of appraisal firms’inner management characteristics, this thesis exerts general principle of the Project Management System to analyze importantly the present situation about appraisal firms’organizational structure, risk management, time management, cost management, quality management, human resources management and organization communication management by means of demonstration analysis, comparative analysis and logical reasoning. There are three creative study results in this thesis: ⑴This thesis combines the project management theory system and the appraisal firm’s inner management together, and brings up a project management framework for appraisal firms. ⑵This thesis propounds four management pattern in the development of appraisal firms: Personal Pattern, Process Management Pattern, Open System Pattern and Object Management Pattern. ⑶Taking the practices of appraisal project management into account, this thesis evolves many project management templates accepted for appraisal project by exercising project management methods and instruments. Acting on thoughts of the system principle, the people foremost principle and the benefit principle, this thesis achieves the goal of applying the project management theory to practice and optimize in the appraisal firms’inner management. In theory, this thesis combines effectively the project management theory system and the appraisal firms’inner management together, and gives a new interpretation for the appraisal firms’inner management. It’s instrumental in further study and development. In practice, as the maneuverability of project management, the appraisal firms may understand and reform easily with the help of the project management methods and instruments.
