高新技术项目人力资源管理研究

【摘要】 随着网络技术与信息技术的发展,世界已进入了知识经济时代。在新的形势下,市场机制日益完善,市场竞争愈演愈烈,高新技术行业的寡头垄断局面已经被逐渐打破。为了保证市场地位,高新技术企业必然会采取多种提高工作效率与增强核心竞争力的方法,而提高高新技术项目的效率是有效的手段之一。对于知识型员工占据多数的高新技术项目来说,传统项目的人力资源管理方式已经不能适应时代的需求。本文针对高新技术项目的特点和知识型员工的特点,从人力资源管理的规划、配置、成员培训、绩效评估和激励五个方面设计了一整套适合高新技术项目的模式。规划方面着重分析项目人力资源的需求预测和供给预测;配置方面从项目经理、组织结构、团队类型和领导方式几个方面研究,得出了高新技术项目适用方式的结论;成员培训方面从学习性理论入手主张建立学习型培训模式;绩效评估方面主张个体绩效和团队绩效两个方面都要进行,并分别建立了评估模型,进行评估时创造性地使用了模糊层次分析法,并引入熵权的概念对分析结果进行优化;激励方面从研究高新技术项目成员的动机入手,主张建立若干种激励方式结合的激励机制。文章内容全面,相信能够为正在进行的高新技术项目提供一些理论依据与帮助。

【Abstract】 With the development of network technology and information technology, the world has already entered an era of knowledge-driven economy. Under the new situation, the market mechanism is perfect day by day. With the market competition grows in intensity, monopolization situation of the high-technology trade has already been broken gradually. In order to guarantee the market position, high-technology enterprise will inevitably take many kinds of methods of improving working efficiency and strengthening the key competitiveness. To improve the efficiency of the high-technology project is one of the effective means. For the high-technology projects which have most knowledge employees, the human resources management style of the traditional can not meet the demands of time. This paper directs against the characteristics of knowledge employee and high-technology project, design a whole set of modes of planning, disposition, member’ s training, performance evaluation and excitation these five respects which are suitable for high-technology project. Planning is to analyze emphatically with human resources requirement forecasting and supply predicting in respect. In the disposition aspect, it is divided into several items of the project manager, institutional framework, types of team and style of leadership, and draws the conclusion of the suitable way to the high-technology project. Member training aspect proceeds with studying theory and tries to set up learning trained pattern. Performance evaluation aspect maintains join personal and team performance together, has set up models of assessing separately, and used the fuzzy analytic hierarchy process creatively, and introduced the conception of entropy weight to optimize the analysis result. Excitation aspect is begun with the motive of members in high-technology project, maintain the incentive mechanism consists of several kinds of excitation ways. The content of the paper is overall, I believe that it can offer some theoretical foundations and help for high-technology project afoot.
